TL;DR: In this article, the authors propose a method for reducing latency between two clock domains in a digital electronic device by including a delay in the time before first writing data to a First In First Out (FIFO) queue used to buffer and synchronize data.
Abstract: Disclosed is a method for reducing latency between two clock domains in a digital electronic device. The time between a write to a queue position and a corresponding read of the queue position is reduced by up to one clock cycle by including a delay in the time before first writing data to a First In First Out (FIFO) queue used to buffer and synchronize data between two clock domains. The two clock domains have the same frequency, but may be out of phase. Reducing the latency between the write and the corresponding read reduces the required size of the FIFO queue and also results in more efficient system operation.

TL;DR: The LATENCY PAYMENT SETTLEMENT APPARATUSES, METHODS and Systems (LPS) as mentioned in this paper transforms latency payment request inputs via LPS components into latency payment requests.
Abstract: The LATENCY PAYMENT SETTLEMENT APPARATUSES, METHODS AND SYSTEMS (“LPS”) transforms latency payment request inputs via LPS components into latency payment requests. In one embodiment, a method is disclosed comprising obtaining a latency payment method request and determining a latency payment period associated with the latency payment method request. The method includes determining a consumer item currency amount by applying a currency conversion factor to the merchant item currency amount. The method also determines a latency buffer amount based on the latency payment method request, generates a latency payment request by summing the latency buffer amount to the consumer item currency amount and structuring the summed amounts according to the patency payment period, and provides the latency payment request. In some embodiments LPS may determine the latency payment request according to maximized remittance aspects associated with a consumer specified payment method so as to optimize system wide remittance results.

TL;DR: In this article, a delay cost function is determined to represent the effect of playback latency on end user experience, which is represented by the playout length of data buffered between the encoder and the client device.
Abstract: Systems and methods are provided for reducing and controlling playback latency in an unmanaged, buffered data network, A delay cost function is determined, the function representing the effect of playback latency on end user experience. An encoder transmits audiovisual data through the network to a client device. Network latency is measured, and the delay cost function is evaluated to establish an encoding bitrate for the encoder. The encoding of the audiovisual data is altered in response to dynamic network conditions, thereby controlling end-to-end playback latency of the system, which is represented by the playout length of data buffered between the encoder and the client device.

TL;DR: In this article, the authors proposed a dynamic programming algorithm for energy efficient IR-HARQ optimization in terms of number of retransmissions, blocklength and power per round.
Abstract: High-fidelity, real-time interactive applications are envisioned with the emergence of the Internet of Things (IoT) and tactile Internet by means of ultra-reliable low-latency communications (URLLC). Exploiting time diversity for fulfilling the URLLC requirements in an energy efficient manner is a challenging task due to the nontrivial interplay among packet size, retransmission rounds and delay, and transmit power. In this paper, we study the fundamental energy-latency tradeoff in URLLC systems employing incremental redundancy (IR) hybrid automatic repeat request (HARQ). We cast the average energy minimization problem with a finite blocklength (latency) constraint and feedback delay, which is non-convex. We propose a dynamic programming algorithm for energy efficient IR-HARQ optimization in terms of number of retransmissions, blocklength and power per round. Numerical results show that our IR-HARQ approach could provide around 25\% energy saving compared to one-shot transmission (no HARQ).
