Abstract: to lease property from private owners for up to 20 years. One aim of LTS was to help bring dilapidated property into residential use, for which a grant towards the costs of the work could be obtained by the owner. A second aim was to help tackle homelessness by making the accommodation available on short-term tenancies to people in immediate housing need until more permanent accommodation could be found. Over the term of the lease, RSLs guarantee to pay the property owners a sub-market rent. In return the RSL enjoys nomination rights for the lettings, and accepts full management and certain maintenance responsibilities.

Abstract: This paper reviews the contribution of American agricultural history over the twentieth century. It traces the earliest writings on the topic before the foundation of the Agricultural History Society in 1919. The discipline is reviewed under six heads: land policy including tenancy; slave institutions and post-bellum tenancy in the southern states; agricultural organizations; the development of commercial agriculture; government policy towards farming; and the recent concern with rural social history. A final section considers whether the lack of any definition of agricultural history has been a strength or a weakness for the discipline.

Abstract: British Columbia’s Residential Tenancy Act is premised on an understanding of residential tenancies as individual contractual relationships. Tenants cannot engage in collective action against their landlords for fear of breaching their contractual obligations. However, there was a time when associations of tenants nearly secured collective bargaining rights and the recognition of tenants as a class with significant influence in the municipal regulation of residential tenancies. This paper explores the history of the tenants’ movement, 1968–75, that struggled and failed to obtain collective bargaining rights for tenants. It follows the growth of the tenants’ movement from collectives of tenants in individual apartment complexes to a provincial coalition of tenants’ associations that achieved significant protections for tenants in municipal by-laws and provincial legislation. It then chronicles how the New Democratic Party government of 1972–75 was elected on a promise to grant collective bargaining rights to tenants but instead denied class rights in favour of establishing a provincially-regulated administrative body to mediate individual disputes. The basic shape and structure of today’s Residential Tenancy Act can be traced to the reforms of this period.
