Abstract: Within policing research there is currently little research examining the role of procedural justice in shaping legitimacy and considering their joint role in shaping compliance. However, large literatures in social psychology and management make a plausible case for the value of applying this model to policing. These literatures suggest that it is likely that (a) the practices of the police can be crafted to raise perceptions of procedural justice, (b) police training can alter officer behavior, and (c) redesigning police organizations internally can motivate their members to treat community members more fairly. A focus on legitimacy highlights the virtues of consensual models of policing. Consensual models are found to motivate public cooperation in fighting crime and to heighten identification with and engagement in communities. Consequently, legitimacy is the most promising framework for discussing changing the goals of policing and moving from a police force model to a police service model.

Abstract: Dilemmas from climate change to financial meltdowns make it clear that global interconnectedness is the norm in the twenty-first century. As a result, global governance organizations (GGOs) - from the World Trade Organization to the Forest Stewardship Council - have taken on prominent roles in the management of international affairs. These GGOs create and promulgate rules to address a host of pressing problems. But as World Rule reveals, they struggle to meet two challenges: building authority despite limited ability to impose sanctions and maintaining legitimacy while satisfying the demands of key constituencies whose support is essential to a global rulemaking regime. Through a novel empirical study of twenty-five GGOs, Jonathan GS Koppell provides a clearer picture of the compromises within and the competition among these influential institutions by focusing attention on their organizational design. Analyzing four aspects of GGO organization in depth - representation and administration, the rulemaking process, adherence and enforcement, and interest group participation - Koppell describes variation systemically, identifies patterns, and offers explanations that link GGO design to the fundamental challenge of accountability in global governance.

Abstract: Frank Burton, lecturer in sociology at the City University of London, spent the period of September 1 972-April 1 973 in a workingclass Belfast Roman Catholic community, to study the ideological basis of political violence within the context of Belfast. This book contains the report of his experiences and analyses. Burton defines ideology as "those representations of the objective structure of a society that dominate the consciousness of a class or social division" (p. 1). He distinguishes between the total and the partial ideology, the former being the dominant categories of the Roman Catholic population, and the latter being the active program of a political movement, in this case the IRA. Burton starts his analysis with a description of the Roman Catholic community, which he sees characterized by a strong sense of social solidarity. This solidarity is greatly promoted by the dichotomy between those whom he lumps as "Protestants" and the Roman Catholics. He seems to disclaim any particular urban model since, as he tells us, "Belfast, though an industrial city, remains a cluster of Protestant and Catholic urban villages, precisely because pockets of Protestants and pockets of Catholics stand in opposition to one another" (p. 3). He does not, however, tell us what, if any, significance or structural uniqueness "an urban village" has in relation to, say, an isolated village. The community within Belfast upon which Burton concentrates is Anro, a section whose political significance lies in its ability to withstand and absorb external assaults. The solidary of Anro is partially both an effect and a cause of the division that exists between Protestants and Roman Catholics. Abstract: In two essays on Jurgen Habermas’s discourse ethics, ’Practical discourse: on the relation of morality to politics’ and ’Legitimacy and diversity: dialectical reflections on analytical distinctions’, Thomas McCarthy explores the impact of a diversity in value commitments on the ideal of rational consensus in democratic politics and decision making. Contemporary democratic societies seem to be increasingly characterized by differences in the values, traditions and cultural attitudes of their citizens. Moreover, these differences seem to lead to differences in their assessments of such issues as abortion, euthanasia, pornography, the environment and capital punishment. Different groups differ not only on the competing rights they think are involved, but on the way they understand the practices and assess and respect the human values they think are concerned. What might constitute legitimate solutions to these sorts of issues and how might they be achieved? I~~IcCarthy argues that Habermas’s analysis concentrates too completely on the ideal of moral consensus and that it is therefore unable to deal adequately with either the persistence of evaluative and interpretive differences or the questions of social and political justice that these differences raise.
