Abstract: Existing research in legacy system modernization has traditionally focused on technical challenges, and takes the standpoint that legacy systems are obsolete, yet crucial for an organization's operation. Nonetheless, it remains unclear whether practitioners in the industry also share this perception. This paper describes the outcome of an exploratory study in which 26 industrial practitioners were interviewed on what makes a software system a legacy system, what the main drivers are that lead to the modernization of such systems, and what challenges are faced during the modernization process. The findings of the interviews have been validated by means of a survey with 198 respondents. The results show that practitioners value their legacy systems highly, the challenges they face are not just technical, but also include business and organizational aspects.

Abstract: The charge to examine old problems with new eyes, and so obtain a firmer understanding of the structure of the modernization process, came from Karl Deutsch in 1953. And now, sixteen years later, other social and behavioral scientists urge us to focus upon the process, the very dynamics of modernization, noting that with this more powerful view of change the sequential structures themselves will be clarified. But in examining the modernization process in Africa, we feel almost helpless in trying to reply to such a call—a call that essentially requires us to link Space and Time and Man in such a way that a general system is created to postdict the course of a modernizing society.

Abstract: New governance practices associated with the modernization of health systems within Europe focus on equipping health consumers with more information and power in their interactions with clinicians. This article uses material on health care reform in Britain and Germany to highlight ways in which consumerism is refracted through different institutional histories and current political projects. These give rise to different inflections on the meaning of consumerism, including the different associations of `choice', and to different forms of consumer involvement as `stakeholders' in health care systems.
