Abstract: The modernization of local government is central to the government’s plans to revitalize the UK’s constitutional arrangements. Implicitly managerialist, the modernizing local government project also contains centralist and localist themes. Translated into policy, these themes are articulated as leadership, community, democracy and regulation. However, these elements are potentially contradictory and may produce tensions in the project that may be difficult to resolve. By reviewing the government’s aims to promote leadership, community and democracy in local government, it is also argued that the planned modernization of local government will extend further and into new areas the regulation of local authorities.

Abstract: As higher education seeks to become more socially responsive, the public agenda is one form that has taken root in explicating the relation of higher education to society. In this paper, we critically analyze two different instantiations of the public agenda for higher education, placing them against the backdrop of what Michael Apple (2006a) calls the conservative modernization of education. We demonstrate how these examples fall victim to and perpetuate the conservative modernization of the academy and argue for ways of incorporating critical perspectives into the generative process of constructing the public agenda for higher education.

Abstract: A victorious Confederacy would have industrialized. What would separate Union and Confederate countries look like if the South had won the Civil War? In fact, this was something that southern secessionists actively debated. Imagining themselves as nation-builders, they understood the importance of a plan for the economic structure of the Confederacy.The traditional view assumes that Confederate slave-based agrarianism went hand in hand with a natural hostility toward industry and commerce. Turning conventional wisdom on its head, John Majewski's analysis finds that secessionists strongly believed in industrial development and state-led modernization. They blamed the South's lack of development on Union policies of discriminatory taxes on southern commerce and unfair subsidies for northern industry.Majewski argues that Confederates' opposition to a strong central government was politically tied to their struggle against northern legislative dominance. Once the Confederacy was formed, those who had advocated states' rights in the national legislature in order to defend against northern political dominance quickly came to support centralized power and a strong executive for war making and nation building.

Abstract: Data from a comparative study of 5,450 young males in six developing nations were used to investigate the association between modernization or modernity and negative attitudes toward aging. The findings question the frequent assertion that "modernity" (the exposure of individuals in developing nations to industrial technology and urban social experience) results in negative perceptions of aging and diminished value attributed to the aged. The data do provide support for the hypothesis that "modernization" (societal development) is related to negative perceptions of aging. Results suggest the necessity of differentiating between "modernization" and "modernity" as levels of analysis and of avoiding value-laden assumptions concerning advantages of either traditional or industrial social settings with respect to the position of elders.
