Abstract: Today’s competitive market place has forced the telecommunications industry to improve their service and reliability. One step that telecommunications companies have taken to reduce network failures is the installation of operations centers to collect data from network elements. These centers are staffed by network managers who monitor network activity by correlating alarms across various operational disciplines (switch, facility, traffic) and relating them to a common cause. Accurate analysis is often difficult due to the volume of data and complexity of problems.

Abstract: We present constant-factor approximation algorithms for several widely-studied NP-hard optimization problems in network design, including the multicommodity rent-or-buy, virtual private network design, and single-sink buy-at-bulk problems. Our algorithms are simple and their approximation ratios improve over those previously known, in some cases by orders of magnitude.We develop a general analysis framework to bound the approximation ratios of our algorithms. This framework is based on a novel connection between random sampling and game-theoretic cost sharing.

Abstract: Many studies have been conducted to determine the conditions that contribute to the satisfactory outcome of decision-making processes in governance networks. In this article, we explore how the interaction of three such conditions – network complexity, network management, and stakeholder involvement – results in stakeholder satisfaction. We use fuzzy set qualitative comparative analysis – a relatively new approach in public administration research – to systematically compare the decision-making processes and outcomes of 14 Dutch spatial planning projects. Our analysis points to three combinations that result in stakeholder satisfaction: network complexity combined with adaptive management; stakeholder involvement combined with adaptive management; and low complexity combined with both limited stakeholder involvement and closed network management.
