TL;DR: A forward error correction (FEC) encoding system and method optimized for protecting real-time audio-video streams for transmission over packet-switched networks with minimal latency is proposed in this article.
Abstract: A forward error correction (FEC) encoding system and method optimized for protecting real-time audio-video streams for transmission over packet-switched networks with minimal latency Embodiments of this invention provide bandwidth-efficient and low-latency FEC for both variable and constant bit-rate MPEG-encoded audio and video streams To maximize bandwidth-efficiency and playable frame rate for recovered media streams, embodiments of the invention may sort packets by content type and aggregate them into FEC blocks weighted by sensitivity in the recovered stream to packet loss of a particular content type Embodiments of this invention may use temporal constraints to limit FEC block size and thereby facilitate their use in the transport of VBR streams

TL;DR: A novel networked multisensor data-fusion method is developed to fuse the data transmitted over the network, which plays an important role in the data-processing center.
Abstract: A novel networked multisensor data-fusion method is developed in this paper. A federated filter is employed to fuse the data transmitted over the network, which plays an important role in the data-processing center. The stability of filters under the network is considered; an algorithm to deal with the delayed data is introduced, and the principle for data fusion is presented. Finally, two numerical examples show the effectiveness of the proposed scheme.

TL;DR: In this paper, a telecommunication system for data packet numbering in packet-switched data transmission in connection with a handover is proposed, in which the responsibility for a connection is transferred from the connection between a mobile station and a first wireless telecommunication network to the connection from said mobile station between said mobile stations and a second wireless network.
Abstract: A method and a telecommunication system for data packet numbering in packet-switched data transmission in connection with a handover, in which the responsibility for a connection is transferred from the connection between a mobile station and a first wireless telecommunication network to the connection between said mobile station and a second wireless telecommunication network. In the first wireless telecommunication network a data packet number space available for data packet numbering is bigger than a data packet number space of the second wireless telecommunication network. Data packet numbering is restricted in the first wireless telecommunication network such that the numbers of the data packets of the first wireless telecommunication network do not exceed the maximum value of the data packet number space of the second wireless telecommunication network.

TL;DR: In this article, apparatuses and systems for user-plane congestion management are provided, which are implementable by a base station (and/or a serving gateway) for mitigating user plane congestion, including sending a congestion indication to a core network; receiving a general packet radio system (GPRS) tunneling protocol (GTP) packet including an first internet protocol (IP) packet associated with a first flow within a bearer; obtaining, from a header of the GTP packet, an indicator indicative of a priority of the IP packet, wherein the indicator was inserted into
Abstract: Methods, apparatuses and systems for user-plane congestion management are provided. Among these method, apparatuses and systems is a method, implementable by a base station (and/or a serving gateway), for mitigating user plane congestion. The method may include sending a congestion indication to a core network; receiving a general packet radio system (GPRS) tunneling protocol (GTP) packet including an first internet protocol (IP) packet associated with a first flow within a bearer; obtaining, from a header of the GTP packet, an indicator indicative of a priority of the IP packet, wherein the indicator was inserted into the header of the GTP packet by the core network responsive to the congestion indication; and dropping any of the GTP packet and the first IP packet on condition that a priority of a second IP packet associated with second flow within the bearer takes precedence over the priority of the first IP packet.

TL;DR: In this paper, the authors proposed to reduce the complexity of processing this control information in an endpoint by only periodically processing the control information and data in the received packets in a high-speed packet network.
Abstract: The Transmission Control Protocol (TCP) is a connection-oriented transport layer protocol that offers a full duplex reliable virtual circuit connection between two endpoints. Each received TCP packet in an endpoint contains both control information and data. The complexity of processing this control information in an endpoint is reduced by only periodically processing the control information. In particular, control information in received packets are not processed in an endpoint until either a) a predetermined number of packets are received, or b) a timer expires, whichever occurs first. As a result, this overall decreases the amount of processing associated with the receipt of each TCP packet and improves the performance of the TCP protocol in a high-speed packet network.
