Abstract: Pay-for-performance programs have become increasingly popular in recent years. The federal government introduced a merit pay system for managers under the Civil Service Reform Act of 1978. The failure of the system led to its reform in 1984. The current program, the Performance Management and Recognition System (PMRS), is described and assessed. The paper offers a prognosis for PMRS's future. Other public sector experience is reviewed to identify the probable success of managerial merit pay.

Abstract: Academics and practicing managers have, and continue to search for ways to improve organizational performance. One way of improving performance is called the behavioral approach. This approach has traditionally attempted to find the causes and/or antecedents (e.g., motivation and attitudes) which result in an individual employee's expense of effort aimed at achieving performance. In this search there has been a tendency to embrace approaches that have made exciting claims, e.g., promised to radically improve overall performance overnight. Unforunately, this "quick fix" mentality still exists in many managers and consultants. Far too often, "quick fix" solutions are used by managers who want to get recognition and impress their peers and by academics seeking publications by creating new concepts, even if the new concepts are simply new words (e.g., intrapaneurship) rather than demonstrable performance improvement techniques. Abstract: This paper examines the relationship between quality and management in higher education. It considers the nature of management, the meanings ascribed to management and related concepts such as leadership, and the appropriateness of these concepts in the context of higher education. These preliminary considerations provide a basis for considering the connections that may exist between management performance and institutional performance. In addressing these issues, the paper aims to confront such questions as: what part does management play in ensuring high quality institutional performance? to what extent can judgements about management performance be separated from judgments about institutional performance? and so on. This necessitates consideration of how these kinds of performance can be judged, and the paper offers frameworks for analysing judgements of institutional and managerial performance.

Abstract: A testbed for metropolitan area network technology and broadband communications was implemented with service nodes interconnected by an implicit token-passing dual bus built with a single-mode fiber-optic transmission system currently operating at 140 Mb/s. The management of the network is performed by centralized manager software supporting configuration management, fault management, performance management, and accounting management. A graphic window-based human interface is provided for a network administrator to access the monitoring and analysis tools.
