Abstract: EMU would be an economic liability. A single currency would cause, at most, small trade and investment gains but would raise average cyclical unemployment and possibly raise inflation, perpetuate structural unemployment, and increase the risk of protectionism. EMU is nevertheless being pursued in order to create a political union. Fundamental disagreements among member states about economic policies, foreign and military policies, and the sharing of political power are likely to create future intra-European conflicts. A United Europe would be a formidable participant in the twenty-first century's global balance of power, with uncertain consequences for world stability and peace.

Abstract: It has long been an objective of the Directorate of Employment, Industrial Relations and Social Affairs of the European Commission to promote the harmonisation of the different national systems of industrial relations in order to bring about a unified European model. The inspiration for this objective is the belief of the Directorate that the unification of Europe’s industrial relations systems — based on the Commission’s notion of the best practices in the Community — would significantly benefit the trade unions, improve productive efficiency of all forms of enterprise, bring tangible economic and social benefits to employees, employers and the general public, and make a major contribution to the achievement of a European political union.

Abstract: The immediate effects of emu would be to replace the individual national currencies of the participating countries in 2002 with a single currency, the euro, and to shift responsibility for monetary policy from the national central banks to a new European Central Bank (ecb). But the more fundamental long-term effect of adopting a single currency would be the creation of a political union, a European federal state with responsibility for a Europe-wide foreign and security policy as well as for what are now domestic economic and social policies. While the individual governments and key political figures differ in their reasons for wanting a political union, there is no doubt that the real rationale for emu is political and not economic. Indeed, the adverse economic effects of a single currency on unemployment and inflation would outweigh any gains from facilitating trade and capital flows among the emu members.1 The 1992 Maastricht Treaty that created the emu calls explicitly for the evolution to a future political union. Abstract: The period since 1945 has seen political events and socio-economic developments of enormous significance for the human race. This series explores these developments. The impact of the European Community upon governments and citizens, both in the EEC itself and in the world beyond, is growing. Moreover the concept of a wider Europe has become a significant political factor in the postwar world. Derek Urwin traces the movement towards political and economic integration in Western Europe from the calls for a federal Europe that were made by the European Resistance movements and their immediate postwar successors, through to the demands that are now heard for complete monetary and partial political union. It reviews the postwar debates over the kind of integration desired and also examines the history of the European Community after 1957.
