Abstract: Twitter is a microblogging website where users read and write millions of short messages on a variety of topics every day This study uses the context of the German federal election to investigate whether Twitter is used as a forum for political deliberation and whether online messages on Twitter validly mirror offline political sentiment Using LIWC text analysis software, we conducted a content-analysis of over 100,000 messages containing a reference to either a political party or a politician Our results show that Twitter is indeed used extensively for political deliberation We find that the mere number of messages mentioning a party reflects the election result Moreover, joint mentions of two parties are in line with real world political ties and coalitions An analysis of the tweets’ political sentiment demonstrates close correspondence to the parties' and politicians’ political positions indicating that the content of Twitter messages plausibly reflects the offline political landscape We discuss the use of microblogging message content as a valid indicator of political sentiment and derive suggestions for further research

Abstract: From the acclaimed author and scholar James C. Scott, the compelling tale of Asian peoples who until recently have stemmed the vast tide of state-making to live at arm's length from any organized state society For two thousand years the disparate groups that now reside in Zomia (a mountainous region the size of Europe that consists of portions of seven Asian countries) have fled the projects of the organized state societies that surround them-slavery, conscription, taxes, corvee labor, epidemics, and warfare. This book, essentially an "anarchist history," is the first-ever examination of the huge literature on state-making whose author evaluates why people would deliberately and reactively remain stateless. Among the strategies employed by the people of Zomia to remain stateless are physical dispersion in rugged terrain; agricultural practices that enhance mobility; pliable ethnic identities; devotion to prophetic, millenarian leaders; and maintenance of a largely oral culture that allows them to reinvent their histories and genealogies as they move between and around states. In accessible language, James Scott, recognized worldwide as an eminent authority in Southeast Asian, peasant, and agrarian studies, tells the story of the peoples of Zomia and their unlikely odyssey in search of self-determination. He redefines our views on Asian politics, history, demographics, and even our fundamental ideas about what constitutes civilization, and challenges us with a radically different approach to history that presents events from the perspective of stateless peoples and redefines state-making as a form of "internal colonialism." This new perspective requires a radical reevaluation of the civilizational narratives of the lowland states. Scott's work on Zomia represents a new way to think of area studies that will be applicable to other runaway, fugitive, and marooned communities, be they Gypsies, Cossacks, tribes fleeing slave raiders, Marsh Arabs, or San-Bushmen.

Abstract: An extensive literature addresses citizen ignorance, but very little research focuses on misperceptions. Can these false or unsubstantiated beliefs about politics be corrected? Previous studies have not tested the efficacy of corrections in a realistic format. We conducted four experiments in which subjects read mock news articles that included either a misleading claim from a politician, or a misleading claim and a correction. Results indicate that corrections frequently fail to reduce misperceptions among the targeted ideological group. We also document several instances of a “backfire effect” in which corrections actually increase misperceptions among the group in question.

Abstract: Book synopsis: New Materialisms brings into focus and explains the significance of the innovative materialist critiques that are emerging across the social sciences and humanities. By gathering essays that exemplify the new thinking about matter and processes of materialization, this important collection shows how scholars are reworking older materialist traditions, contemporary theoretical debates, and advances in scientific knowledge to address pressing ethical and political challenges. In the introduction, Diana Coole and Samantha Frost highlight common themes among the distinctive critical projects that comprise the new materialisms. The continuities they discern include a posthumanist conception of matter as lively or exhibiting agency, and a reengagement with both the material realities of everyday life and broader geopolitical and socioeconomic structures. Coole and Frost argue that contemporary economic, environmental, geopolitical, and technological developments demand new accounts of nature, agency, and social and political relationships; modes of inquiry that privilege consciousness and subjectivity are not adequate to the task. New materialist philosophies are needed to do justice to the complexities of twenty-first-century biopolitics and political economy, because they raise fundamental questions about the place of embodied humans in a material world and the ways that we produce, reproduce, and consume our material environment.

Abstract: Online content providers such as YouTube are carefully positioning themselves to users, clients, advertisers and policymakers, making strategic claims for what they do and do not do, and how their place in the information landscape should be understood. One term in particular, ‘platform’, reveals the contours of this discursive work. The term has been deployed in both their populist appeals and their marketing pitches, sometimes as technical ‘platforms’, sometimes as ‘platforms’ from which to speak, sometimes as ‘platforms’ of opportunity. Whatever tensions exist in serving all of these constituencies are carefully elided. The term also fits their efforts to shape information policy, where they seek protection for facilitating user expression, yet also seek limited liability for what those users say. As these providers become the curators of public discourse, we must examine the roles they aim to play, and the terms by which they hope to be judged.

Abstract: Organizations are increasingly subject to conflicting demands imposed by their institutional environments. This makes compliance impossible to achieve, because satisfying some demands requires defying others. Prior work simply suggests that organizations develop strategic responses in such situations. Our key contribution is to provide a more precise model of organizational responses that takes into account intraorganizational political processes. As a result, we identify situations in which conflicting institutional demands may lead to organizational paralysis or breakup.

Abstract: Human rights offer a vision of international justice that today's idealistic millions hold dear. Yet the very concept on which the movement is based became familiar only a few decades ago when it profoundly reshaped our hopes for an improved humanity. In this pioneering book, Samuel Moyn elevates that extraordinary transformation to center stage and asks what it reveals about the ideal's troubled present and uncertain future. For some, human rights stretch back to the dawn of Western civilization, the age of the American and French Revolutions, or the post - World War II moment when the Universal Declaration of Human Rights was framed. Revisiting these episodes in a dramatic tour of humanity's moral history, "The Last Utopia" shows that it was in the decade after 1968 that human rights began to make sense to broad communities of people as the proper cause of justice. Across eastern and western Europe, as well as throughout the United States and Latin America, human rights crystallized in a few short years as social activism and political rhetoric moved it from the hallways of the United Nations to the global forefront. It was on the ruins of earlier political utopias, Moyn argues, that human rights achieved contemporary prominence. The morality of individual rights substituted for the soiled political dreams of revolutionary communism and nationalism as international law became an alternative to popular struggle and bloody violence. But as the ideal of human rights enters into rival political agendas, it requires more vigilance and scrutiny than when it became the watchword of our hopes.

Abstract: We document cycles in corporate investment corresponding with the timing of national elections around the world. During election years, firms reduce investment expenditures by an average of 4.8% relative to non-election years, controlling for growth opportunities and economic conditions. The magnitude of the investment cycles varies with different country and election characteristics. We investigate several potential explanations and find evidence supporting the hypothesis that political uncertainty leads firms to reduce investment expenditures until the electoral uncertainty is resolved. These findings suggest that political uncertainty is an important channel through which the political process affects real economic outcomes.

Abstract: This article interrogates the relationship between two apparently disjointed themes: the consensual presentation and mainstreaming of the global problem of climate change on the one hand and the debate in political theory/philosophy that centers around the emergence and consolidation of a post-political and post-democratic condition on the other. The argument advanced in this article attempts to tease out this apparently paradoxical condition. On the one hand, the climate is seemingly politicized as never before and has been propelled high on the policy agenda. On the other hand, a number of increasingly influential political philosophers insist on how the post-politicization (or de-politicization) of the public sphere (in parallel and intertwined with processes of neoliberalization) have been key markers of the political process over the past few decades. We proceed in four steps. First, we briefly outline the basic contours of the argument and its premises. Second, we explore the ways in which the present climate conundrum is predominantly staged through the mobilization of particular apocalyptic imaginaries. Third, we argue that this specific (re-)presentation of climate change and its associated policies is sustained by decidedly populist gestures. Finally, we discuss how this particular choreographing of climate change is one of the arenas through which a post-political frame and post-democratic political configuration have been mediated.

Abstract: In Latin America indigenous politics has been branded as “ethnic politics.” Its activism is interpreted as a quest to make cultural rights prevail. Yet, what if “culture” is insufficient, even an inadequate notion, to think the challenge that indigenous politics represents? Drawing inspiration from recent political events in Peru—and to a lesser extent in Ecuador and Bolivia—where the indigenous–popular movement has conjured sentient entities (mountains, water, and soil—what we call “nature”) into the public political arena, the argument in this essay is threefold. First, indigeneity, as a historical formation, exceeds the notion of politics as usual, that is, an arena populated by rational human beings disputing the power to represent others vis-a-vis the state. Second, indigeneity's current political emergence—in oppositional antimining movements in Peru and Ecuador, but also in celebratory events in Bolivia—challenges the separation of nature and culture that underpins the prevalent notion of politics and its according social contract. Third, beyond “ethnic politics” current indigenous movements, propose a different political practice, plural not because of its enactment by bodies marked by gender, race, ethnicity or sexuality (as multiculturalism would have it), but because they conjure nonhumans as actors in the political arena.

Abstract: Rising inequality of income and power, along with the recent convulsions in the finance sector, have made the search for alternatives to unbridled capitalism more urgent than ever. Yet there has been a global retreat by the Left: on the assumption that liberal capitalism is the only game in town, political theorists tend to dismiss as utopian any attempt to rethink our social and economic relations. As Fredric Jameson first argued, it is now easier for us to imagine the end of the world than an alternative to capitalism. Erik Olin Wright's "Envisioning Real Utopias" is a comprehensive assault on the quietism of contemporary social theory. Building on a lifetime's work analyzing the class system in the developed world, as well as exploring the problem of the transition to a socialist alternative, Wright has now completed a systematic reconstruction of the core values and feasible goals for Left theorists and political actors. "Envisioning Real Utopias" aims to put the social back into socialism, laying the foundations for a set of concrete, emancipatory alternatives to the capitalist system. Characteristically rigorous and engaging, this will become a landmark of social thought for the twenty-first century.

Abstract: American Grace is a major achievement, a groundbreaking examination of religion in America. Unique among nations, America is deeply religious, religiously diverse, and remarkably tolerant. But in recent decades the nation's religious landscape has been reshaped. America has experienced three seismic shocks, say Robert Putnam and David Campbell. In the 1960s, religious observance plummeted. Then in the 1970s and 1980s, a conservative reaction produced the rise of evangelicalism and the Religious Right. Since the 1990s, however, young people, turned off by that linkage between faith and conservative politics, have abandoned organised religion. The result has been a growing polarisation - the ranks of religious conservatives and secular liberals have swelled, leaving a dwindling group of religious moderates in between. At the same time, personal interfaith ties are strengthening. Interfaith marriage has increased while religious identities have become more fluid. Putnam and Campbell show how this denser web of personal ties brings surprising interfaith tolerance, notwithstanding the so-called culture wars. American Grace promises to be the most important book in decades about American religious life.

Abstract: Much of the quantitative literature on civil wars and ethnic conflict ignores the role of the state or treats it as a mere arena for political competition among ethnic groups. other studies analyze how the state grants or withholds minority rights and faces ethnic protest and rebellion accordingly, while largely overlooking the ethnic power configurations at the state's center. drawing on a new data set on ethnic power relations (EPR ) that identifies all politically relevant ethnic groups and their access to central state power around the world from 1946 through 2005, the authors analyze outbreaks of armed conflict as the result of competing ethnonationalist claims to state power. the findings indicate that representatives of ethnic groups are more likely to initiate conflict with the government (1) the more excluded from state power they are, especially if they have recently lost power, (2) the higher their mobilizational capacity, and (3) the more they have experienced conflict in the past.

Abstract: This and the subsequent papers in this special issue set out the contours of Marxian urban political ecology and call for greater research attention to a neglected field of critical research that, given its political importance, requires urgent attention. Notwithstanding the important contributions of other critical perspectives on urban ecology, Marxist urban political ecology provides an integrated and relational approach that helps untangle the interconnected economic, political, social and ecological processes that together go to form highly uneven and deeply unjust urban landscapes. Because the power-laden socioecological relations that shape the formation of urban environments constantly shift between groups of actors and scales, historical-geographical insights into these ever-changing urban configurations are necessary for the sake of considering the future of radical political-ecological urban strategies. The social production of urban environments is gaining recognition within radical and historical-materialist geography. The political programme, then, of urban political ecology is to enhance the democratic content of socioenvironmental construction by identifying the strategies through which a more equitable distribution of social power and a more inclusive mode of environmental production can be achieved.

Abstract: In spite of the expanding role of public participation in environmental decisionmaking, there has been little systematic examination of whether it has, to date, contributed toward better environmental management. Neither have there been extensive empirical studies to examine how participation processes can be made more effective. Democracy in Practice brings together, for the first time, the collected experience of 30 years of public involvement in environmental decisionmaking. Using data from 239 cases, the authors evaluate the success of public participation and the contextual and procedural factors that lead to it. Thomas Beierle and Jerry Cayford demonstrate that public participation has not only improved environmental policy, but it has also played an important educational role and has helped resolve the conflict and mistrust that often plague environmental issues. Among the authors' findings are that intensive 'problem-solving' processes are most effective for achieving a broad set of social goals, and participant motivation and agency responsiveness are key factors for success. Democracy in Practice will be useful for a broad range of interests. For researchers, it assembles the most comprehensive data set on the practice of public participation, and presents a systematic typology and evaluation framework. For policymakers, political leaders, and citizens, it provides concrete advice about what to expect from public participation, and how it can be made more effective. Democracy in Practice concludes with a systematic guide for use by government agencies in their efforts to design successful public participation efforts.

Abstract: The term “neoliberalism” has come to be used in a wide variety of partly overlapping and partly contradictory ways. This essay seeks to clarify some of the analytical and political work that the term does in its different usages. It then goes on to suggest that making an analytical distinction between neoliberal “arts of government” and the class-based ideological “project” of neoliberalism can allow us to identify some surprising (and perhaps hopeful) new forms of politics that illustrate how fundamentally polyvalent neoliberal mechanisms of government can be. A range of empirical examples are discussed, mostly coming from my recent work on social policy and anti-poverty politics in southern Africa.

Abstract: In ethnic and racial terms, America is growing rapidly more diverse. Yet attempts to extend racial threat hypotheses to today's immigrants have generated inconsistent results. This article develops the politicized places hypothesis, an alternative that focuses on how national and local conditions interact to construe immigrants as threatening. Hostile political reactions to neighboring immigrants are most likely when communities undergo sudden influxes of immigrants and when salient national rhetoric reinforces the threat. Data from several sources, including twelve geocoded surveys from 1992 to 2009, provide consistent support for this approach. Time-series cross-sectional and panel data allow the analysis to exploit exogenous shifts in salient national issues such as the September 11 attacks, reducing the problem of residential self-selection and other threats to validity. The article also tests the hypothesis using new data on local anti-immigrant policies. By highlighting the interaction of local and national conditions, the politicized places hypothesis can explain both individual attitudes and local political outcomes.

Abstract: Standards and standardization aim to render the world equivalent across cultures, time, and geography. Standards are ubiquitous but underappreciated tools for regulating and organizing social life in modernity, and they lurk in the background of many sociological works. Reviewing the relevance of standards and standardization in diverse theoretical traditions and sociological subfields, we point to the emergence and institutionalization of standards, the difficulties of making standards work, resistance to standardization, and the multiple outcomes of standards. Rather than associating standardization with totalizing narratives of globalization or dehumanization, we call for careful empirical analysis of the specific and unintended consequences of different sorts of standards operating in distinct social domains.

Foster; Margaret Cowell | Abstract: In this paper, we review literature that explains and extends the meaning of resilience across several fields: ecology, psychology, economics, disaster studies, geography, political science and archeology. For metropolitan regions, the review suggests that we must proceed with caution and precision if we choose to make resilience a guiding metaphor for planning and policy, as well as for understanding regional dynamics.Across these fields, there are several common themes that may or may not apply to all aspects of metropolitan economic, social, political, and environmental dynamics. The next part of the paper ties together these themes across the literatures; at the end of the paper, we return to pose some of the implications of the resilience metaphor for metropolitan regions. First, most analysis that employs the resilience metaphor presumes that the phenomenon of interest exhibits at least one equilibrium; the majority of the research begins, in fact, from the possibility of multiple equilibria, and explains how and why those equilibria become unstable. When we say that a person, society, ecosystem, or city is resilient, we generally mean that in the face of shock or stress, it either “returns to normal” (i.e., equilibrium) rapidly afterward or at the least does not easily get pushed into a “new normal” (i.e., an alternative equilibrium). Recent studies, however, have begun to move past the equilibrium view, shifting their focus from resting points to processes of adaptation.Second, and related to the first point, analysis using the resilience metaphor generally takes a systems perspective. Some factors internal to the system, and some external to it, tend to strengthen it; others—again, both internal and external—can place it under stress. Some literatures (e.g., psychology, disaster studies) tend to focus more on internal resources that strengthen the system under study and exogenous stresses that threaten it. A key idea arising from ecological studies, “panarchy,” helps overcome some of the determinism of such systems perspectives as functionalism in sociology; whereas other systems views tend to portray individual actions and interactions as pre-determined outcomes of larger structural forces, the panarchy view leads observers to expect interaction between structure and agents.Third, most, but not all, of the literatures tend to adopt at least partially the view that observed equilibria are path-dependent, that is, they are a consequence of cumulative decisions, often over a long time period, that shift a system from having a very open future to having increasingly predictable (or “locked in”) paths. The interest in path dependency is particularly high in fields that attempt to understand multiple equilibria and the persistence of sub-optimal ones; in any multi-equilibrium world, any of a number of sometimes apparently random events or actions can lead a system toward a particular equilibrium.Finally, work that uses resilience as a metaphor tends to take a long view, whether of individuals (e.g., personality in the transition from a stressed childhood to functional or dysfunctional adulthood) or of cities (e.g., long-term recovery after a disaster). This long perspective tends to reinforce the first three points. Over the long run, an observer will often observe or impute one or more periods of stability amidst change at some level of function for the phenomenon of interest, reinforcing the belief in equilibrium. This is even truer if the analyst’s attention is shaped by the resilience metaphor in ways that encourage her to look for equilibria. As a practical matter, furthermore, the analyst must bound the phenomenon of study (city, ecosystem, person) in ways that encourage her to view that phenomenon as having a persistent internal logic; that is, the phenomenon isn’t just a social or political process or a series of unconnected events but is, rather, a system.

Abstract: How much of philosophical, scientific, and political thought is caught up with the idea of continuity? What if it were otherwise? This paper experiments with the disruption of continuity. The reader is invited to participate in a performance of spacetime (re)configurings that are more akin to how electrons experience the world than any journey narrated though rhetorical forms that presume actors move along trajectories across a stage of spacetime (often called history). Abstract: The French and German political economies have been significantly reconfigured over the past two decades. Although the changes have often been more piecemeal than revolutionary, their cumulative effects are profound. The authors characterize the changes that have taken place as involving the institutionalization of new forms of dualism and argue that what gives contemporary developments a different character from the past is that dualism is now explicitly underwritten by state policy. They see this outcome as the culmination of a sequence of developments, beginning in the field of industrial relations, moving into labor market dynamics, and finally finding institutional expression in welfare state reforms. Contrary to theoretical accounts that suggest that institutional complementarities support stability and institutional reproduction, the authors argue that the linkages across these realms have helped to translate employer strategies that originated in the realm of industrial relations into a stable, new, and less egalitarian model with state support.

Abstract: In the late 1980s regional integration emerged as one of the most important developments in world politics. It is not a new phenomenon, however, and this 1999 book presents an analysis of integration across time, and across regions. Walter Mattli examines projects in nineteenth- and twentieth-century Europe, but also in Latin America, North America and Asia since the 1950s. Using the tools of political economy, he considers why some integration schemes have succeeded while many others have failed; what forces drive the process of integration; and under what circumstances outside countries seek to join. Unlike traditional political science approaches, the book stresses the importance of market forces in determining the outcome of integration; but unlike purely economic analyses, it also highlights the impact of institutional factors. The book will provide students of political science, economics, and European studies with a framework for the study of international cooperation.

Abstract: In this paper authors argue that the main determinants of differences in prosperity across countries are differences in economic institutions. To solve the problem of development will entail reforming these institutions. Unfortunately, this is difficult because economic institutions are collective choices that are the outcome of a political process. The economic institutions of a society depend on the nature of political institutions and the distribution of political power in society. As yet, authors only have a highly preliminary understanding of the factors that lead a society into a political equilibrium which supports good economic institutions. However, it is clear that it is the political nature of an institutional equilibrium that makes it very difficult to reform economic institutions. The authors illustrate this with a series of pitfalls of institutional reforms. The author's analysis reveals challenges for those who would wish to solve the problem of development and poverty. That such challenges exist is hardly surprising and believe that the main reason for such challenges is the forces authors have outlined in this paper. Better development policy will only come when authors recognize this and understand these forces better. Nevertheless, some countries do undergo political transitions, reform their institutions, and move onto more successful paths of economic development.

Abstract: We develop a new and comprehensive database of firm-level contributions to U.S. political campaigns from 1979 to 2004. We construct variables that measure the extent of firm support for candidates. We find that these measures are positively and significantly correlated with the cross-section of future returns. The effect is strongest for firms that support a greater number of candidates that hold office in the same state that the firm is based. In addition, there are stronger effects for firms whose contributions are slanted toward House candidates and Democrats.

Abstract: Previous methods of analyzing the substance of political attention have had to make several restrictive assumptions or been prohibitively costly when applied to large-scale political texts. Here, we describe a topic model for legislative speech, a statistical learning model that uses word choices to infer topical categories covered in a set of speeches and to identify the topic of specific speeches. Our method estimates, rather than assumes, the substance of topics, the keywords that identify topics, and the hierarchical nesting of topics. We use the topic model to examine the agenda in the U.S. Senate from 1997 to 2004.Usinganewdatabaseofover118,000speeches(70,000,000words)fromtheCongressional Record,ourmodelreveals speech topic categories that are both distinctive and meaningfully interrelated and a richer view of democratic agenda dynamics than had previously been possible.
