Abstract: Global poverty is falling rapidly, but in around fifty failing states, the world's poorest people face a tragedy that is growing inexorably worse This bottom billion live on less than a dollar a day and while the rest of the world moves steadily forward, this forgotten billion is left further and further behind with potentially serious consequences not only for them but for the stability of the rest of the world Why do the states these people live in defy all the attempts of the international aid community to help them? Why does nothing seem to make a difference? In The Bottom Billion, Paul Collier pinpoints the issues of corruption, political instability and resource management that lie at the root of the problem He describes the battle raging in these countries between corrupt leaders and would-be reformers and the factors such as civil war, dependence on the export of natural resources and lack of good governance that trap them into a downward spiral of economic and social decline Collier addresses the fact that conventional aid has been unable to tackle these problems and puts forward a radical new plan of action including a new agenda for the G8 which includes more effective anti-corruption measures, preferential trade policies and where necessary direct military intervention All of these initiatives are carefully designed to help the forgotten bottom billion, one of the key challenges facing the world in the twenty first century

Abstract: This US Census Bureau report highlights the increasing poverty and racial inequality in America. In 2004, 45.8 million people did not have health insurance. The poverty rate increased from 12.5 percent in 2003 to 12.7 percent in 2004; 1.1 million more people - a total of 37 million - lived in poverty in 2004. This rise in poverty came despite economic growth and marks the first time on record that household incomes had failed to increase for five straight years. Black households had the lowest median income; 32.7 percent of the Hispanic population was without health insurance.

Abstract: Conditional cash transfers (CCTs) are programs that transfer cash, generally to poor households, on the condition that those households make pre specified investments in the human capital of their children. The report shows that there is good evidence that CCTs have improved the lives of poor people. Transfers generally have been well targeted to poor households, have raised consumption levels, and have reduced poverty, by a substantial amount in some countries. Offsetting adjustments that could have blunted the impact of transfers, such as reductions in the labor market participation of beneficiaries, have been relatively modest. The report also considers the rationale for conditioning the transfers on the use of specific health and education services by program beneficiaries. Thus CCTs have increased the likelihood that households will take their children for preventive health checkups, but that has not always led to better child nutritional status; school enrollment rates have increased substantially among program beneficiaries, but there is little evidence of improvements in learning outcomes. These findings suggest that to maximize their potential effects on the accumulation of human capital, CCTs should be combined with other programs to improve the quality of the supply of health and education services, and should provide other supporting services.

Abstract: Now that the old division of the world into the two power blocs of East and West has subsided, the great gap in wealth and health that separates North and South remains the single greatest problem and danger facing the world of the Third Millennium. The only challenge of comparable scope and difficulty is the threat of the environmental deterioration, and the two are intimately connected, indeed are one. David Landes argues that the North-South division is the great drama of our times, and that drama implies tension, passion, conflict and disappointment as well as happy outcomes. While Landes does not claim to have all the answers, he offers suggestions - although their impact is dependent upon a radical reappraisal of cultural values. Numerous historical examples are drawn together on global history, economics and the future.
