Abstract: Synchronized phasor measurements have become a mature technology with several international manufacturers offering commercial phasor measurement units (PMUs) which meet the prevailing industry standard for synchrophasors. With the occurrence of major blackouts in many power systems around the world, the value of data provided by PMUs has been recognized, and installation of PMUs on power transmission networks of most major power systems has become an important current activity. This paper provides a brief introduction to the PMU and wide-area measurement system (WAMS) technology and discusses the uses of these measurements for improved monitoring, protection, and control of power networks.

Abstract: The general concepts associated with applying power system stabilizers utilizing shaft speed, ac bus frequency, and electrical power inputs are developed in this first part of a three-part paper. This lays the foundation for discussion of the tuning concepts and practical aspects of stabilizer application in Parts II and III. The characteristics of the "plant" through which the power system stabilizer must operate are discussed and the implications upon stabilizer tuning and performance are noted. A general approach for analyzing stabilizers utilizing an arbitrary input signal is described and applied to the frequency and electrical power input signals.

Abstract: Because traditional electric power distribution systems have been designed assuming the primary substation is the sole source of power and short-circuit capacity, DR interconnection results in operating situations that do not occur in a conventional system. This paper discusses several system issues which may be encountered as DR penetrates into distribution systems. The voltage issues covered are the DR impact on system voltage, interaction of DR and capacitor operations, and interaction of DR and voltage regulator and LTC operations. Protection issues include fuse coordination, feeding faults after utility protection opens, impact of DR on interrupting rating of devices, faults on adjacent feeders, fault detection, ground source impacts, single phase interruption on three phase line, recloser coordination and conductor burndown. Loss of power grid is also discussed, including vulnerability and overvoltages due to islanding and coordination with reclosing. Also covered separately are system restoration and network issues.

Abstract: With the advent of Substation Computer Systems dedicated to protection, control and data logging functions in a Substation, it becomes possible to develop new applications which can utilize the processing power available within the substation. The microcomputer based Symmetrical Component Distance Relay (SCDR) described in the references cited at the end of this paper possesses certain characteristics which facilitate real-time monitoring of positive sequence voltage phasor at the local power system bus. With a regression analysis the frequency and rate-of-change of frequency at the bus can also be determined from the positive sequence voltage phase angle. This paper describes the theoretical basis of these computations and describes results of experiments performed in the AEP power system simulation laboratory. Plans for future field tests on the AEP system are also outlined.
