Abstract: Cross-border trade in services is growing rapidly, with both industrial and developing countries among the most dynamic exporters. Despite the substantial global benefits from such trade, the adjustment pressures created in importing countries could provoke a protectionist backlash-some signs of which are already visible in procurement and regulatory restrictions. The current negotiations under the Doha Development Agenda offer an opportunity to lock in current openness and preempt protectionism. This paper describes how a bold initiative under the General Agreement on Trade in Services can help secure openness.

Abstract: This article provides a conceptual framework for understanding key psychological barriers to implementing sustainable development in procurement process by local government and health care authorities. This task is an important one as a comprehension of psychological barriers is a prerequisite for understanding how individuals engage with the often more visible technical, budgetary or regulatory barriers in sustainable procurement. The article highlights how progress towards sustainable procurement is hampered by a combination of (1) individual factors; (2) organizational factors; (3) small group adaptation processes; (4) adaptation processes within the organization; and (5) external adaptation processes between organizations. The framework thus contributes to filling the conceptual space between human agent and organizational structure by pointing to the importance of cognitive filters and ideational resources that interact at various levels within an organization and in the complex network of formal or informal partners that surround it.

Abstract: Increasing environmental concerns regarding the actions and policies of the EU have meant that green aspects have become an important factor in public procurement. Although green purchasing criteria are fostered by many EU level and national action plans, and thus are more often included in calls for tenders, it is not necessarily the case that they are integrated into the final contract clauses. Opportunities for incorporating environmental aspects into contract clauses are important in order to ensure that the environmental criteria of the tender documents are fulfilled by the purchased products and services during the contract period. In this article we examine and analyse environmental criteria in public procurement contracts and calls for tenders, and focus on the relevance of environmental contractual terms, i.e. the existence and applicability of environmental criteria in the procurement contracts. We also discuss the comprehensiveness and enforceability of the drafted terms and conditions in the procurement contracts, highlighting the contract practices that we see as the most functional and practical from the procuring authorities' point of view.

Abstract: This paper describes the design and evaluation of Southampton-SCM, the runner-up in the 2005 International Trading Agent Supply Chain Management Competition (TAC SCM). In particular, we focus on the way in which our agent purchases components using a mixed procurement strategy (combining long and short term planning) and how it sets its prices according to the prevailing market situation and its own inventory level (because this adaptivity and flexibility are key to its success). We analyse our buying and selling strategies in the actual competition and in controlled experiments. Through this evaluation, we show that SouthamptonSCM performs well across a broad range of environments.
