Abstract: Purpose – The paper seeks to pursue the understanding of current business‐to‐business e‐procurement practices by describing the success factors and challenges to its implementation in the corporate setting.Design/methodology/approach – Members of the Institute for Supply Management and the Council of Logistics Management were asked to respond to a survey questionnaire. Factor analysis was used to analyze data from valid responses received from 185 firms.Findings – Factor analysis resulted in three e‐procurement success factors (SF):supplier and contract management; end‐user behavior and e‐procurement business processes; and information and e‐procurement infrastructure. Three challenge‐to‐implementation factors (CIF) also emerged: lack of system integration and standardization issues; immaturity of e‐procurement‐based market services and end‐user resistance; and maverick buying and difficulty in integrating e‐commerce with other systems.Research limitations/implications – A representative sampling design s...

Abstract: Purpose – This study was undertaken with the aim of surveying the perception of the two main stakeholders in procurement system; the contractors and the procurement officers on issues such as accountability, transparency, corruption, integrity and cronyism pertaining to the public procurement system in Malaysia.Design/methodology/approach – Interviews were conducted over a nine‐month period in 2007 to gauge the perception of the procurement officers and contractors on procurement issues in Malaysia. The interview data were then transcribed and grouped according to six main themes; transparency, procurement policies and procedures and its implementation, personnel involved in the procurement system, estimation/budget/pricing, professionalism and ethics and timeliness.Findings – One of the common complaints made by the contractors was prevalence of interference from outside parties and cronyism, which affects the awarding of contracts. Abstract: We analyze optimal mechanisms in environments where sellers are privately informed about quality A methodology is provided for deriving conditions that are necessary and sufficient to determine when two simple trading environments maximize either social or private surplus The commonly used auction mechanism is frequently inefficient in procurement environments Often, the optimal mechanism is simply to order potential suppliers and to tender take-it-or-leave-it offers to each sequentially We completely characterize the environments in which either mechanism is optimal In doing so, we develop a general methodology that determines when and if a given trading institution is optimal

Abstract: Reviews the academic research conducted on organizational buying behavior since the publication of Sheth’s model of industrial buying behavior in 1973. Discovers an impressive amount of research primarily focused on the decision‐making process, environmental influences and conflict resolution in joint decisions. Also, there is an emerging area of research on supply‐chain partnering and the use of information technology such as networked computing and online data services. States that there is a surplus of empirical studies using descriptive methods and that more analytical approaches on the one hand, and conceptual constructs on the other. Focusses on future academic research in organizational buying behavior. Concludes that purchasing function is dramatically shifting from the transaction‐oriented to the relational‐oriented philosophy, and it is also shifting from domestic to global sourcing. This will change the role, processes and strategies of procurement and, therefore, new research opportunities will emerge for academic scholars. These include understanding suppliers as customers; cross‐functional supplier teaming; economic value of supplier equity; supply experience curves; hub and spoke organization; bonding with suppliers; global sourcing processes; cross‐cultural values in purchasing; cross‐national rules and regulations; and service procurement.
