Abstract: This paper critically assesses the implications of contract design and risk transfer on the provision of public services under public-private partnerships (PPPs) Two results stand out First, the alleged strength of PPPs in delivering infrastructure projects on budget more often than traditional public procurement could be illusory This is - to put it simply - because there are costs of avoiding cost overruns and, indeed, cost overruns can be viewed as equilibrium phenomena Second, the use of external (ie, third-party) finance in PPPs, while bringing discipline to project appraisal and implementation, implies that part of the return on efforts exerted by the private-sector partner accrues to outside investors; this may undo whatever beneficial effects arise from "bundling" the construction and operation of infrastructure projects, which is a hallmark of PPPs

Abstract: A 20 MW/5 GHz lower hybrid current drive (LHCD) system was initially due to be commissioned and used for the second mission of ITER, i.e. the Q = 5 steady state target. Though not part of the currently planned procurement phase, it is now under consideration for an earlier delivery. In this paper, both physics and technology conceptual designs are reviewed. Furthermore, an appropriate work plan is also developed. This work plan for design, R&D, procurement and installation of a 20 MW LHCD system on ITER follows the ITER Scientific and Technical Advisory Committee (STAC) T13-05 task instructions. It gives more details on the various scientific and technical implications of the system, without presuming on any work or procurement sharing amongst the possible ITER partners(b). This document does not commit the Institutions or Domestic Agencies of the various authors in that respect.

Abstract: The procurement of transportation services is an important task for shippers because of the need to control costs while providing high service levels. When shippers need to transport goods and materials, they seek transportation services from outside companies and typically issue a request for quotes from a group of carriers. The shippers then assign contracts on the basis of negotiated service charges. This process is similar to a simple sealed-bid auction in which each bidder submits a sealed bid for a single item. In the past, when shippers needed to procure transportation services for a set of distinctive delivery routes (called lanes), they would obtain quotes for each lane individually and repeat the simple auction process for each lane. Alternatively, they might negotiate for bundles of lanes with a single carrier at a time. Abstract: The increasingly dynamic nature of business-to-business electronic commerce has produced a recent shift away from fixed pricing and toward flexible pricing. Flexible pricing, as defined here, includes both differential pricing, in which different buyers may receive different prices based on expected valuations, and dynamic-pricing mechanisms, such as auctions, where prices and conditions are based on bids by market participants. In this paper we survey ongoing work in flexible pricing in the context of the supply chain, including revenue management, procurement, and supply-chain coordination. We review negotiation mechanisms for procurement, including optimization approaches to the evaluation of complex, multidimensional bids. We also discuss several applications of flexible pricing on the sell side, including pricing strategies for response to requests for quotes, dynamic pricing in a reverse logistics application, and pricing in the emerging area of hosted applications services. We conclude with a discussion of future research directions in this rapidly growing area.
