Abstract: The authors discuss the post-evaluation of a large engineering project in Beer-Sheva, Israel, in which a new production line was constructed using new technology to produce a new cleaning detergent. In this post-evaluation, half of the evaluators graded the project as a success, while the other half as a failure. But after using the analytical hierarchy (AHP), considering several attributes, the overall grade of grade of each evaluator was high. The six attributes used were: meeting the schedule, meeting the budget, how closely the original design was followed, performance quality, level of design, and the level of maintenance and accessibility of parts. >

Abstract: The ACCESS project, which is a project within the RACE (Research in Advanced Communication in Europe) program, is described. The scope of the project is to study the entire customer access connection, including the transmission, the multiplexing, and the passive optical network. The goal of the project is to perform an overall cost optimization, leading to one or more preferred implementations. Because the project is oriented toward the early phases of the integrated broadband network, the majority of the effort is spent on optimization and supplementation of present near-commercial technologies. The project involves 13 partners who share the work organized in three major areas, namely, the 622 Mb/s transmitter/receiver unit for bidirectional transmission on one single-mode (SM) fiber at 1330 and 1550 nm; the passive optical components, including mass splicing techniques, low-cost connectors, wavelength division multiplexing (WDM) devices, optical distribution frames, and optical cables; and system aspects of the frame structure and the interfaces to the customer premises network and to the exchange, with the associated functional units being the multiplexers and the broadband channel selector. >

Abstract: This study analysed a system dynamics model for outsourcing engineering services in a large and complex project organisational structure that is typically associated with design-build (DB) project delivery. A literature review indicated that most of the reviewed papers implied the project engineering resources were totally insourced or the authors were silent regarding any resources that were outsourced. Comprehensive sensitivity analysis of various model variables was performed, which indicates that the quality and productivity of the outsourced resources as well as the initial number of assigned experienced engineers significantly impacted the amount and timing of engineering work completion. Project outcomes were also impacted by varying the number of initial and changed engineering tasks. The decision to insource/outsource engineering work on DB projects may have significant cost and time impacts, which should be considered by decision makers.

Abstract: This paper describes the electrical design challenges encountered when adding a new ethylene plant, a polyethylene plant, a cogeneration plant, and associated utilities to the NOVA Chemicals Corporation, Joffre, Alberta site. It covers load estimation, power quality, reliability, common electrical specifications and project co-ordination with several major engineering, procurement, and construction firms. It also highlights the unique design and utility interconnection challenges of building Canada's largest cogeneration plant (rated at 420 MW) within an existing petrochemical plant. The challenges include transmission system capacity and connection, fault levels, stability, and voltage regulation. The paper makes recommendations based on the learning experienced during the implementation of this project, to assist the reader faced with a similar major plant expansion.
