Abstract: Summary. Non-response weighting is a commonly used method to adjust for bias due to unit non-response in surveys. Theory and simulations show that, to reduce bias effectively without increasing variance, a covariate that is used for non-response weighting adjustment needs to be highly associated with both the response indicator and the survey outcome variable. In practice, these requirements pose a challenge that is often overlooked, because those covariates are often not observed or may not exist. Surveys have recently begun to collect supplementary data, such as interviewer observations and other proxy measures of key survey outcome variables. To the extent that these auxiliary variables are highly correlated with the actual outcomes, these variables are promising candidates for non-response adjustment. In the present study, we examine traditional covariates and new auxiliary variables for the National Survey of Family Growth, the Medical Expenditure Panel Survey, the American National Election Survey, the European Social Surveys and the University of Michigan Transportation Research Institute survey. We provide empirical estimates of the association between proxy measures and response to the survey request as well as the actual survey outcome variables. We also compare unweighted and weighted estimates under various non-response models. Our results from multiple surveys with multiple recruitment protocols from multiple organizations on multiple topics show the difficulty of finding suitable covariates for non-response adjustment and the need to improve the quality of auxiliary data.

Abstract: A system and method is provided for providing proxy access to a set of resources subject to constraints specified by the primary party having access to the resources. The system comprises one or more proxy cards associated with a proxy account that contains details on the resources available and also configurable rules for processing proxy authorization requests and returning an authorization response in dependence on the rules. The system has a particular application to payment cards and accounts, whereby the proxy card can act as proxy for one or more of the real payment cards and the proxy card authentication service may operate in a transparent manner as part of a normal overall payment authorization process.

Abstract: A proxy signature enables the original signer to delegate her signing capability to a proxy entity, who signs a message on behalf of the original signer. In this paper, we discuss the necessity of a secure channel in proxy signatures. Though establishing a secure channel has much influence on the efficiency of the scheme, to the best of our knowledge, this topic has not been discussed before. All known proxy signatures used a secure channel to deliver a signed warrant except one which used a 3-pass weak blind signature. However, the KPW scheme [2] appeared to be secure without the secure channel. We think that our result can contribute to designing more efficient proxy signature scheme.

Abstract: We present a large-scale study of gender bias in occupation classification, a task where the use of machine learning may lead to negative outcomes on peoples' lives. We analyze the potential allocation harms that can result from semantic representation bias. To do so, we study the impact on occupation classification of including explicit gender indicators---such as first names and pronouns---in different semantic representations of online biographies. Additionally, we quantify the bias that remains when these indicators are "scrubbed," and describe proxy behavior that occurs in the absence of explicit gender indicators. As we demonstrate, differences in true positive rates between genders are correlated with existing gender imbalances in occupations, which may compound these imbalances.
