TL;DR: In this paper, a rate controller for allocating a bit budget for video frames to be encoded is disclosed, which considers many different factors when determining the frame bit budget including: desired video quality, target bit rate, frame type (intra-frame or inter-frame), frame duration, intra-frame frequency, frame complexity, intra block frequency within an intra-block, buffer overflow, buffer underflow, and the encoded video frame quality for a possible second pass.
Abstract: A rate controller for allocating a bit budget for video frames to be encoded is disclosed. The rate controller of the present invention considers many different factors when determining the frame bit budget including: desired video quality, target bit rate, frame type (intra-frame or inter-frame), frame duration, intra-frame frequency, frame complexity, intra-block frequency within an intra-frame, buffer overflow, buffer underflow, and the encoded video frame quality for a possible second pass.

TL;DR: In this article, a motion detecting part detects moving regions in a plurality of frame images captured by rolling shutter type exposure, and obtains a motion vector of the moving regions, and a moving region correcting part corrects the moving region in a to-be-corrected frame image of the plurality of frames on the basis of the motion vector, information on an image-capturing time interval between the frame images, and an exposure starting time difference resulting from the difference in position in one frame image caused by the rolling shutter-type exposure.

TL;DR: In this article, a method for propagating user-provided foreground-background constraint information for a first video frame to subsequent frames allows extraction of moving foreground objects with minimal user interaction.
Abstract: A method for propagating user-provided foreground-background constraint information for a first video frame to subsequent frames allows extraction of moving foreground objects with minimal user interaction. Video matting is performed wherein constraints derived from user input with respect to a first frame are propagated to subsequent frames using the estimated alpha matte of each frame. The matte of a frame is processed in order to arrive at a rough foreground-background segmentation which is then used for estimating the matte of the next frame. At each frame, the propagated constraints are used by an image matting method for estimating the corresponding matte which is in turn used for propagating the constraints to the next frame, and so on.

TL;DR: In this article, a speech enhancement method is proposed, including the steps of segmenting an input speech signal into a plurality of frames and transforming each frame signal into the signal of the frequency domain.
Abstract: A speech enhancement method, including the steps of: (a) segmenting an input speech signal into a plurality of frames and transforming each frame signal into a signal of the frequency domain; (b) computing the signal-to-noise ratio of a current frame, and computing signal-to-noise ratio of a frame immediately preceding the current frame; (c) computing the predicted signal-to-noise ratio of the current frame which is predicted based on the preceding frame and computing the speech absence probability using the signal-to-noise ratio and predicted signal-to-noise ratio of the current frame; (d) correcting the two signal-to-noise ratios obtained in the step (b) based on the speech absence probability computed in the step (c); (e) computing the gain of the current frame with the two corrected signal-to-noise ratios obtained in the step (d), and multiplying the speech spectrum of the current frame by the computed gain; (f) estimating the noise and speech power for the next frame to calculate the predicted signal-to-noise ratio for the next frame, and providing the predicted signal-to-noise ratio for the next frame as the predicted signal-to-noise ratio of the current frame for the step (c); and (g) transforming the result spectrum of the step (e) into a signal of the time domain. The noise spectrum is estimated in speech presence intervals based on the speech absence probability, as well as in speech absence intervals, and the predicted SNR and gain are updated on a per-channel basis of each frame according to the noise spectrum estimate, which in turn improves the speech spectrum in various noise environments.
