TL;DR: In this article, a system and method for encoding interactive low-latency video using interframe coding is described, where the maximum data rate will be exceeded if a particular frame of the sequence of frames is transmitted from the server to the client over the communication channel.
Abstract: A system and method are described below for encoding interactive low- latency video using interframe coding. For example, one embodiment of a computer- implemented method for performing video compression comprises: detecting a maximum data rate of a communication channel between a server and a client; transmitting a video stream comprising a series of sequential frames from the server to the client; detecting that the maximum data rate will be exceeded if a particular frame of the sequence of frames is transmitted from the server to the client over the communication channel; and in lieu of transmitting the frame which could cause the maximum data rate to be exceeded, causing the client to re-render the previous frame of the sequence of frames, thereby effectively reducing the frame rate of the video stream rendered on the client.

TL;DR: In this article, a method for reconstructing an erased speech frame is described, where a second speech frame was received from a buffer and a third frame was reconstructed from one or both of the second and third speech frames.
Abstract: A method for reconstructing an erased speech frame is described. A second speech frame is received from a buffer. The index position of the second speech frame is greater than the index position of the erased speech frame. The type of packet loss concealment (PLC) method to use is determined based on one or both of the second speech frame and a third speech frame. The index position of the third speech frame is less than the index position of the erased speech frame. The erased speech frame is reconstructed from one or both of the second speech frame and the third speech frame.

TL;DR: In this article, a method of reducing distortion in a video signal by coding a video frame utilizing a quantization matrix specifically determined for the video frame was proposed, which includes the steps of determining the degree to which the video signal is spread about an average value.
Abstract: A method of reducing distortion in a video signal by coding a video frame utilizing a quantization matrix specifically determined for the video frame. The method includes the steps of determining the degree to which the video signal is spread about an average value, determining an average quantizer scale-value Q for the video frame, determining a reference weighted distortion for all DCT frequency bands in the video frame, determining the quantization parameter through a normalized distortion function, determining each weight for each DCT frequency band and coding the video frame taking into account the determined weights in the quantization matrix.

TL;DR: In this paper, the authors propose an apparatus and a corresponding method for mapping payload data of mapping input data streams onto a mapping output data stream having a channel bandwidth for transmission in a multi-carrier broadcast system includes first and second frame forming mechanisms.
Abstract: An apparatus and a corresponding method for mapping payload data of mapping input data streams onto a mapping output data stream having a channel bandwidth for transmission in a multi-carrier broadcast system includes first and second frame forming mechanisms. The first frame forming mechanism is adapted to form first frames having a first frame structure and the second frame forming mechanism is adapted to form second frames having a second frame structure. Preferably, in a second frame structure the data blocks of a particular mapping input data stream are spread in time and frequency over various data symbols and various data segments of the second frames to provide high robustness against disturbances. The payload portion of the second frame is preferably segmented into various data segments enabling use of a narrow-band receiver, even if both the first and second frames cover the same total channel bandwidth.

TL;DR: In this article, a motion compensated image-sequence compression technique for video teleconferencing is described. But the technique is not suitable for video-only teleconferences, as it requires the initial estimate of the displacement of the object point and recursively updating the initial displacement estimate.
Abstract: A motion-compensated image-sequence compression technique is disclosed in which the motion of an object point in a video screen occurring between the present frame and the following frame is predicted. The technique, useful in video teleconferencing, comprises calculating an initial estimate of the displacement of the object point and recursively updating the initial displacement estimate. The step of calculating an initial displacement comprises projecting the displacement forward along the trajectory of the motion of the object point from the present frame to the following frame.
