TL;DR: In this paper, a method and processor to encode and/or decode a video stream exploiting frame-level parallelism is presented. But this method is limited to video streams where each processing unit processes one different frame at a time.
Abstract: A method and processor to encode and/or decode a video stream exploiting frame-level parallelism. Frames of the video stream are encoded and/or decoded using M processing units where each processing unit processes one different frame at a time. Each processing unit writes the reconstructed frame to a frame buffer. A processing unit can start the encoding and/or decoding process once sufficient data of the previous reconstructed frame are available.

TL;DR: In this article, a video encoder consisting of a frame grouping device, a GOP initialization device, and a GOP encoding device is coupled to the frame initialization device and estimates a first quantization parameter QP 1 based on the target bit budget R GOP and complexity of the current frame set.
Abstract: A video encoder controlling rate of each frame in a current frame set (Group of Picture, GOP), and method thereof. The video encoder comprises a frame grouping device, a GOP initialization device, and a GOP encoding device. The frame grouping device allocates a target bit budget R GOP to the current frame set. The GOP initialization device is coupled to the frame grouping device, and estimates a first quantization parameter QP 1 based on the target bit budget R GOP and complexity of the current frame set. The GOP encoding device is coupled to the GOP initialization device, and encoding a frame in the current frame set with the second quantization parameter QP 2 to generate output data.

TL;DR: In this article, a method of image processing is proposed to separate the at least one foreground subject from the background in a video frame by matching the background to the reference image and generating a pixel mask as a result of the comparison.
Abstract: A method of image processing, comprising: receiving at least one video frame of a video sequence, the at least one video frame comprising at least one foreground subject and a background; and processing the at least one video frame so as to separate the at least one foreground subject from said background. The processing includes: obtaining a reference image including the background; comparing the at least one video frame to the reference image; and generating a pixel mask as a result of the comparison, the pixel mask indicating whether a pixel of the at least one video frame belongs to the foreground subject or to the background. The method further comprises at least partially determining edges of the at least one foreground subject in the at least one video frame, and modifying the pixel mask based on the determined foreground subject edges.

TL;DR: In this article, a system and method for using global motion predictors (GMPs) in predictive motion estimation for the compression of video is presented. But the method is not suitable for video streaming.
Abstract: A system and method are provided for using global motion predictors (GMPs) in predictive motion estimation for the compression of video. The method comprises: receiving video frames; generating a set of global motion parameters for a current frame of video; in response to the global motion parameters, generating GMPs for image blocks in the current frame; estimating motion between the current frame and a reference frame; subtracting reference blocks in the reference frame from image blocks in the current frame, leaving residual image blocks; and, encoding the residual image blocks in a video stream. Some aspects of the method further comprise: generating local motion predictors (LMPs). Then, estimating motion between the current frame and a reference frame includes estimating motion using the GMPs and the LMPs. The process of estimating motion typically involves using previously encoded information, such as temporarily distant reference frames or other image blocks in the current frame.
