Abstract: An apparatus (150) may include elements (114), (116) to send a plurality of frame rate indications associated with a frame included in a first stream segment, to receive the plurality of frame rate indications, and to generate a non-predicted frame associated with a frame included in a second stream segment. A method may include reducing a time difference between a first stream segment and a second stream segment and combining the first stream segment and the second stream segment to provide a single stream. A method may also include encoding a first frame included in the single stream according to an associated first frame rate and encoding a second frame included in the single stream according to an associated second frame rate, wherein the second frame rate is different than the first frame rate.

Abstract: A method for fast multiple reference frame motion estimation, which is used to perform motion estimation between a current frame and reference frames Fn−1, Fn−2, . . . , Fn−k. The method performs a special block matching to find a plurality of motion vectors for blocks of each frame with respective to a previous frame and then composes motion vector(s) of the current frame referring to the reference frame Fn−(k−1) and a motion vector of the reference frame Fn−(k−1) referring to the reference frame Fn−k into composed motion vectors of the current frame referring to the reference frame Fn−k for the block in the current frame. The method selects a composed motion vector with a minimum of cost function from the composed motion vectors produced when composing the motion vectors and then finely adjusts the composed motion vector selected, thereby obtaining an adjusted motion vector.

Abstract: A portion of the number of bits initially allocated for encoding some of the frames of a group of pictures (GOP) is accumulated in a bit bank and is subsequently used to encode other frames that may require a larger number of bits to encode than those initially allocated for these frames. Furthermore, when a scene change P frame is detected in a first GOP, a second GOP is formed. The second GOP includes the scene change P frame as well as the remaining unencoded frames of the original GOP. The P frame of the first GOP is changed to an I frame in the second GOP. Furthermore, the frame to be displayed after the I frame of the second GOP is also changed to a duplicate of the I frame of the second GOP.

Abstract: A new motion-compensated frame interpolation scheme for low bitrate video based on the ITU-T H.263/H.263+ standard is investigated in this research. The proposed scheme works solely on the decoded bitstream with a block-based approach to achieve interpolation results. It is composed of two main modules: the background/foreground segmentation module and the hybrid motion compensated frame interpolation module. The background/foreground segmentation module uses a global motion model to estimate the background motion and an iterative background update to refine the segmentation. The hybrid motion compensated frame interpolation module is employed to reconstruct background and foreground, respectively. Global motion compensation and frame interpolation is applied to background blocks where either the 6-parameter affine or the 8-parameter perspective model is used to reduce the computational complexity and implement perspective correction, while local motion compensation and frame interpolation with localized triangular patch mapping is applied to the foreground area. Experiments show that the proposed scheme can achieve higher overall visual quality compared to conventional block-based frame interpolation schemes.

Abstract: The method provides power control in transmitting a downlink signal of frame data in a wireless network. Each frame is composed of timeslots, with each timeslot being further composed of quarter symbols. The method includes mapping each quarter symbol to an offset within a frame attenuation buffer, and computing a template for the frame, each step being performed only once. The template is used for filling the attenuation buffer with attenuation values to attenuate the transmit power for the downlink signal. Attenuation values are provided for each quarter symbol in a frame, although a computation is not required for each quarter symbol. The attenuation values are grouped in blocks that are recursively copied into the frame attenuation buffer based on the template. The contents of a filled attenuation buffer are output for use in attenuating the transmit power of the frame.
