Abstract: The current paper aims to develop a new theory to explain the iceberg phenomenon that has emerged in recent years, in which some small firms prosper while large firms decline. In this paper, the construction of a theoretical framework involves the consideration of several concepts and theories, including resource-based theory, resource dependency theory, theories of the diffusion of innovation, dynamic capability theory, and business ecosystem theory. An experimental design is developed to verify four hypotheses. The results support a theory of innovation resource synergy that provides insight into the phenomenon mentioned above. This article provides implications for managers of both large and small firms and suggestions for future research.

Abstract: Purpose – The aim of this paper is to establish how resource dependency theory (RDT) and transaction cost theory (TCT) can inform decisions to outsource ICT services by public university libraries in Kenya. Design/methodology/approach – The study adopted a multiple case study strategy in four selected public universities libraries in Kenya. Purposive sampling was used to identify respondents and data collection was done using a semi-structured interview schedule. Findings – The study highlights how RDT and TCT theoretical perspectives illuminate some of the reasons, and problems associated with Information and Communications Technology outsourcing in Libraries. The paper concludes with recommendations and the way forward. Abstract: Countries endowed with rich natural resources such as fuel and minerals often fall behind in human development. Does resource endowment hamper human capital development in China, a country that hosts rich resources in many of its regions? Through cross-regional and longitudinal statistical analysis and field research in selected mining areas, this study finds that resource dependence decreases government expenditure on human capital-enhancing public goods including education and health care. The local economic structure and decreased demand for labor, the shift of government responsibilities onto mining enterprises, and the myopia of local residents and officials all discourage the local governments in resource-rich regions from investing in human capital.
