Abstract: Linked Open Data (LOD) is a core Semantic Web technology that makes knowledge and information spaces of different knowledge domains manageable, reusable, shareable, exchangeable, and interoperable. The LOD approach achieves this through the provision of services for describing, indexing, organizing, and retrievingknowledge artifacts and making them available for quick consumption and publication. Thisis also alignedwith the role and objective of traditional library cataloging. Owing to this link, majorlibraries of the world are transferring their bibliographic metadata to the LOD landscape. Some developments in this direction include the replacement of Anglo-American Cataloging Rules 2nd Edition by the Resource Description and Access (RDA) and the trend towards the wideradoption of BIBFRAME 2.0. An interestingand related development in this respect arethe discussions among knowledge resources managers and library community on the possibility of enriching bibliographic metadata with socially curated or user-generated content. The popularity of Linked Open Data and its benefit to librarians and knowledge management professionals warrant a comprehensive survey of the subject. Althoughseveral reviews and survey articles on the application of Linked Data principles to cataloging have appeared in literature, a generic yet holistic review of the current state of Linked and Open Data in cataloging is missing. To fill the gap, the authors have collected recent literature (2014–18) on the current state of Linked Open Data in cataloging to identify research trends, challenges, and opportunities in this area and, in addition, to understand the potential of socially curated metadata in cataloging mainlyin the realm of the Web of Data. To the best of the authors’ knowledge, this review article is the first of its kind that holistically treats the subject of cataloging in the Linked and Open Data environment. Some of the findings of the review are: Linked and Open Data is becoming the mainstream trend in library cataloging especially in the major libraries and research projects of the world; with the emergence of Linked Open Vocabularies (LOV), the bibliographic metadata is becoming more meaningful and reusable; and, finally, enriching bibliographic metadata with user-generated content is gaining momentum.Conclusions drawn from the study include the need for a focus on the quality of catalogued knowledge and the reduction of the barriers to the publication and consumption of such knowledge, and the attention on the part of library community to the learning from the successful adoption of LOD in other application domains and contributing collaboratively to the global scale activity of cataloging.

Riconoscendo la necessita di creare un mezzo piu efficace per la descrizione bibliografica, la Library of Congress ha sviluppato BIBFRAME, un’alternativa linked data al MARC. Nel mio articolo, trattero l’evoluzione di RDA e le sfide nell’applicazione del sistema, evidenziero i problemi con il MARC 21 nel suo rapporto con RDA e il ruolo che BIBFRAME puo giocare nel di recente emergente modello informativo.

Abstract: This survey sought to investigate how the transition to the new cataloging standard, Resource Description and Access (RDA), has been handled in one hundred of the largest US public libraries, specifically examining whether catalogers believe that some of RDA’s major goals have been met, and how some of the anticipated impacts of RDA implementation have been handled. A large majority of these libraries have implemented RDA for original cataloging, but respondents also generally believe that RDA has failed to meet some of its most important goals, primarily ease of use and cost-effectiveness.

Abstract: Although Resource Description and Access (RDA) has been discussed extensively amongst the ranks of cataloguers internationally, no research on the perceptions of South African cataloguers was available at the time of this research. The aim of this study was to determine how well RDA was faring during the study's timeframe, to give a detailed description regarding cataloguer perceptions within a higher education setting in South Africa. Furthermore, to determine whether the implementation of RDA has overcome most of the limitations that AACR2 had within a digital environment, to identify advantages and/or perceived limitations of RDA as well as to assist cataloguers to adopt and implement the new standard effectively. The study employed a qualitative research design assisted by a phenomenological philosophy to gain insight into how cataloguers experienced the implementation and adoption of RDA by means of two concurrent web-based questionnaires. The study concluded that higher education cataloguing professionals residing in the Western Cape were decidedly positive towards the new cataloguing standard. Although there were some initial reservations, they were overcome to such an extent that ultimately no real limitations were identified, and that RDA has indeed overcome most of the limitations displayed by AACR2. Many advantages of RDA were identified, and participants expressed excitement about the future capabilities of RDA as it continues toward a link-data milieu, making library metadata more easily available.

Abstract: This study assessed cataloguers’ awareness and perception of Resource Description and Access (RDA) rules for cataloguing practice in some selected libraries in Bauchi State. The study employed a descriptive survey method. The population of this study comprised all the 10 professional cataloguers in the selected academic libraries in Bauchi State. The sample size of the study was ten (10) professional cataloguers in some selected academic libraries in Bauchi State; while the sampling technique is often used when the population is so large, in this study, the entire population is manageable because it was discovered that the population was relatively small as a result the sampling technique adopted was purposive. Structured Interview was used as the instrument for data collection. It was revealed from the study most library cataloguers have little understanding and perception about the conceptual meaning of Resource Description and Access rules which is used for cataloguing practices and fund issues surrounding the adoption of RDA for cataloguing. Library cataloguer’s in the selected libraries agreed that there are problems militating against their perception and involvement in resource description and

Abstract: The article describes the possibilities connected with using such standards as FRBR (Functional Requirements for Bibliographic Records) and RDA (Resource Description and Access), which have for some time been a subject of studies and a source of new solutions in the librarian environment in the context of changes brought in the bibliographic description in the National Library. The aim of this article is to present the dependencies between the models from the FRBR family, RDA standard, and the practical rules of cataloguing rooted both in the AACR2 (on the example of the Library of Congress) and ISBD (on the example of the National Library) and to point out how their practical implementation can influence the increase of interoperability of the librarian metadata and facilitate changing the bibliographic thesauri into ontologies enabling the improvement of the integration of bibliographic data with other resources within the Linked Open Data. The source analysis was the main method used in the study. The work also presents the practical effect of new trends in the area of bibliographic description on the changes implemented in the way of cataloguing in the National Library.

Abstract: RDA (Resource Description and Access), was initially released in 2010 and, as it is particularly appropriate for use by libraries, archives and museums, it replaces the Anglo-American Cataloguing Rules, Second Edition (AACR2). It provides a new structure for the organization of bibliographic data based on the Functional Requirements for Bibliographic Records (FRBR), with more emphasis on identifiers and relationships than on descriptions. In November 2016 the RDA Steering Committee announced steps toward progressive adoption of the IFLA Library Reference Model (LRM). RDA supports the Linked Data environment also through the representation of RDA entities, elements, relationship designators and vocabulary encoding schemas in Resource Description Framework (RDF, the syntax of the semantic web) in the RDA Registry. The paper is concerned with the application of the RDA standard within the field of Linked Data and how it may be used to improve the quality of the data produced to reach the advantages that the semantic web can bring to the cultural heritage sector. More specifically it will look at a series of Share Linked Open Data (SHARE-LOD) projects.

Abstract: This article examines the perception of academic librarians regarding the arrival of Resource Description and Access (RDA) in the Philippines. Perception statements coming from various researches done on RDA were used to determine their sentiments toward RDA. The respondents were also asked to enumerate and explain their perceived advantages and disadvantages on RDA. In the end, 85 academic librarians from all over the Philippines responded. The findings show that Philippine academic librarians have mixed perceptions on RDA, as some of the respondents treat RDA as a feasible replacement or alternative for Anglo-American Cataloging Rules, while some are not quite sure of its compatibility with Philippine libraries.

Abstract: Out of the many Linked Data vocabularies available for use, several have emerged in the past few years as candidates for the description of continuing resources. Bibliographic Framework Transition Initiative (BIBFRAME) 2.0, PRESSoo, Resource Description and Access Registry, and Schema.org all contain classes and properties designed for the application of Linked Data for serials, but are not necessarily alike in their conceptual frameworks or completeness. This article examines possible alignments between elements most likely to be employed for describing serials, as well as how such alignments might remedy previously identified issues with certain vocabularies and aid discovery. Conceptual heterogeneity between the vocabularies remains the principle challenge to greater alignment.

Abstract: Resource Description and Access is a content standard that was recently developed by the library community to harness the advantages of the semantic web by supporting the creation of robust cataloguing data capable of integrating with other information repositories. Many countries from the developed world have deployed this code in their cataloguing process. Some countries in Africa have also started using RDA. This study investigated the preparedness of academic libraries in Southeast Nigeria for the implementation of RDA. Descriptive survey research method was employed and data was collected through questionnaire from twenty-one cataloguers in eleven academic libraries. Data collected was analysed using simple percentage. Result from the analysis show that academic libraries from Southeast Nigeria are not yet prepared to implement the RDA rules. Technological infrastructure is inadequate in these libraries whereas training for RDA implementation is almost non-existent. The study recommends that library schools should update their curriculum to include training in the use of RDA rules while the National Library of Nigeria and the Nigerian Library Association should play a lead role in the implementation of RDA.

Abstract: Catalogers using Descriptive Cataloging of Rare Materials: Books (DCRM(B)) were challenged when the Library of Congress (LC) adopted Resource Description and Access (RDA). DCRM(B) is based on AACR2, which is organized according to International Standard Bibliographic Description (ISBD) areas. RDA is based on FRBR. As of this writing, the RBMS Bibliographic Standards Committee intends to finish an initial version of RBMS Policy Statements for the RDA Toolkit. During the interim, the Bibliographic Standards Committee website states: “The Bibliographic Standards Committee is neutral regarding RDA, neither encouraging nor discouraging agencies regarding implementation of RDA-acceptable DCRM records.” The Committee provides rare book catalogers with two options. The first instructs catalogers to form descriptive portions of records according to DCRM(B) and AACR2, using RDA for access points. The second option directs catalogers to create RDA records using the PCC-RDA BIBCO Standard Record (BSR) that includes rare materials provisions. This paper discusses the creation process of three catalog records for the same rare book developed according to DCRM(B), the PCC-RDA-BSR with rare materials provisions and RDA with exceptions for early printed resources.
