TL;DR: In this paper, a run-length encoding scheme was proposed for data strings of identical data bytes having large runlengths, such as data representing scanned images, and the encoded runlength was written in two parts obtained by dividing the run length by a factor of 255.
Abstract: A method used preferably with LZSS-based compression methods for compressing a stream of digital data. The method uses a run-length encoding scheme especially suited for data strings of identical data bytes having large run-lengths, such as data representing scanned images. The method reads an input data stream to determine the length of the data strings. Longer data strings are then encoded in one of two ways depending on the length of the string. For data strings having run-lengths less than 18 bytes, a cleared offset and the actual run-length are written to an output buffer and then a run byte is written to the output buffer. For data strings of 18 bytes or longer, a set offset and an encoded run-length are written to the output buffer and then a run byte is written to the output buffer. The encoded run-length is written in two parts obtained by dividing the run length by a factor of 255. The first of two parts of the encoded run-length is the quotient; the second part is the remainder. Data bytes that are not part of data strings of sufficient length are written directly to the output buffer.

TL;DR: In this article, the authors proposed an orthogonally transforming the picture information of the spatial axis of a macroblock unit, quantizing coefficient data based on the transformation, run length encoding them and generating bit streams.
Abstract: PURPOSE: To provide the high quality picture information of a short data length by orthogonally transforming the picture information of the spatial axis of a macroblock unit, quantizing coefficient data based on the transformation, run length encoding them and generating bit streams. CONSTITUTION: The picture information of the spatial axis of the macroblock unit read from the CD-ROM buffer 83 of an optical disk control part 80 through the CPU 51 of a control system 50 is arithmetically processed at a high speed and orthogonally transformed corresponding to the instruction of the CPU 51 in the geometric transfer engine(GTE) 61 of a graphic system 60. Then, the coefficient data obtained by the transformation are quantized, the quantized coefficient data are run length encoded and the bit streams of the format of 16 bits of a run-level pair are generated and stored in the main memory 53 of the control system. By this method, the high quality picture information of the short data length capable of storing quantization step information in a first run area is generated.

TL;DR: In this article, the authors proposed a variable length encoder to suppress the data amount of digital video signals after high efficiency encoding without inviting the picture quality degradation of reproducing pictures.
Abstract: PURPOSE:To provide a high efficiency encoder capable of suppressing the data amount of digital video signals after high efficiency encoding without inviting the picture quality degradation of reproducing pictures. CONSTITUTION:'0' run length encoding is performed to blocked digital video data in a data separation circuit 11 and they are separated into run length data and coefficient data. After the '0' run length encoding is performed to the separated run length data in a data separation circuit 12 and '1' run length encoding is performed to the separated coefficient data in a data separation circuit 13, variable length encoding is performed to the respective data in variable length encoders 14 and 15.
