Abstract: Our study examines the deployment of CCTV systems in Israeli schools, which is taking place in the shadow of an ambiguous law. Based on semi-structured interviews, the study portrays a picture of partial isomorphism among schools. We frame the findings within institutional theory, which differentiates between external and internal sources of decision-making. We found that most school principals relied on internal sources that were shaped by practical considerations and their perceptions as to security, privacy, and education. The interviews indicate a new source of organizational decision-making: imagined law. The principals wrongly assumed that there is a law that applies; they filled it with internal sources, did not search for professional guidance, and limited the participants in the discussions.

Abstract: The literature surrounding appreciative inquiry (AI) has focused little on how the practitioner can work productively when negative emotions such as anger, shame, despair, cynicism, and fear emerge. The author reflects personally on her own process of coming to understand the life-giving tension of light and shadow at the heart of AI, offering insights gained by an AI into her practice, and possibility statements created to support her work. The chapter proposes that creative transcendence is not only possible but critical to the generative potential of AI, and invites the AI community to openly explore how we may work more holistically within this paradox.

Abstract: East Asia is perhaps the best-known of the world’s regions for shadow education in the form of both specialist enterprises and informal private tutoring. Japan is known for its juku, South Korea for its hagwons, and Taiwan for its buxiban. These institutions have been prominent in public consciousness for decades. In more recent times, Hong Kong and Mainland China have been “catching up” with other parts of the region. This chapter begins with statistics showing the scale of shadow education, modes of operation, and socio-economic patterns of demand in the five societies mentioned. It then comments on the interplay between policy discourses in mainstream education and the expansion of shadow education, focusing particularly on commonalities. The chapter shows that despite cultural and socio-economic differences, East Asian societies are moving in the same direction in both mainstream and shadow education, albeit with some parts of the region having moved earlier than others. Policymakers and practitioners can learn from comparisons within and beyond the region. On the theoretical front, the study proposes a preliminary framework for conceptualising convergent policy enactment in societies of similar cultural traits from the perspective of shadow education.
