Abstract: Command and control is a generic activity involving the exercise of authority over assigned resources, combined with planning, coordinating and controlling how those resources are used. The challenge for understanding this type of activity is that it is not often amenable to the conventional experimental/methodological approach. Command and control tends to be multi-faceted (so requires more than one method), is made up of interacting socio and technical elements (so requires a systemic approach) and exhibits aggregate behaviours that emerge from these interactions (so requires methods that go beyond reductionism). In these circumstances a distributed cognition approach is highly appropriate yet the existing ethnographic methods make it difficult to apply and, for non-specialist audiences, sometimes difficult to meaningfully interpret. The Event Analysis for Systemic Teamwork method is put forward as a means of working from a distributed cognition perspective but in a way that goes beyond ethnography. A worked example from Air Traffic Control is used to illustrate how the language of social science can be translated into the language of systems analysis. Statement of Relevance: Distributed cognition provides a highly appropriate conceptual response to complex work settings such as Air Traffic Control. This paper deals with how to realise those benefits in practice without recourse to problematic ethnographic techniques.

Abstract: A data management system and method that enables acquisition, integration and management of real-time data generated at different rates, by multiple, heterogeneous incompatible data sources. The system achieves this functionality by using an expert system to fuse data from a variety of airline, airport operations, ramp control, and air traffic control tower sources, to establish and update reference data values for every aircraft surface operation. The system may be configured as a real-time airport surface traffic management system (TMS) that electronically interconnects air traffic control, airline data and airport operations data to facilitate information sharing and improve taxi queuing. In the TMS operational mode, empirical data shows substantial benefits in ramp operations for airlines, reducing departure taxi times by about one minute per aircraft in operational use, translating as $12 to $15 million per year savings to airlines at the Atlanta, Georgia airport. The data management system and method may also be used for scheduling the movement of multiple vehicles in other applications, such as, marine vessels in harbors and ports, trucks or railroad cars in ports or shipping yards, and railroad cars in switching yards. Finally, the data management system and method may be used for managing containers at a shipping dock, stock on a factory floor or in a warehouse, or as a training tool for improving situational awareness of FAA tower controllers, ramp and airport operators or commercial airline personnel in airfield surface operations.

Abstract: The objective of this study was to identify task and vehicle factors that may affect driver situation awareness (SA) and its relationship to performance, particularly in strategic (navigation) tasks. An experiment was conducted to assess the effects of in-vehicle navigation aids and reliability on driver SA and performance in a simulated navigation task. A total of 20 participants drove a virtual car and navigated a large virtual suburb. They were required to follow traffic signs and navigation directions from either a human aid via a mobile phone or an automated aid presented on a laptop. The navigation aids operated under three different levels of information reliability (100%, 80% and 60%). A control condition was used in which each aid presented a telemarketing survey and participants navigated using a map. Results revealed perfect navigation information generally improved driver SA and performance compared to unreliable navigation information and the control condition (task-irrelevant information). In-vehicle automation appears to mediate the relationship of driver SA to performance in terms of operational and strategic (navigation) behaviours. The findings of this work support consideration of driver SA in the design of future vehicle automation for navigation tasks.

Abstract: As the Internet of Things (IoT) matures in commercial sectors, the promise of diverse new technologies such as data-driven applications, intelligent adaptive systems, and embedded optimized automation will be realized in every environment. An immediate research question is whether contemporary IoT concepts can be applied also to military battlefield environments and can realize benefits similar to those in industry. Military environments, especially those that depend on tactical communications, are much more challenging than commercial environments. Thus it is likely many commercial IoT architectures and technologies may not translate into the military domain and others will require additional research to enable deployment and efficient implementation. This paper investigates these issues and describes potential military operational activities that could benefit from commercial IoT technologies, including logistics, sensing/surveillance, and situation awareness. In addition, the paper lays out a roadmap for future research necessary to leverage IoT and apply it to the tactical battlefield environment.
