Abstract: A First Responder Communications System (FRCS), also referred to as an Automated Incident Control System, is provided that supports inter-agency and intra-agency communications among first responders including fire, police, border patrol, emergency medical service, safety, and/or other agencies. The FRCS also supports communication among multiple on-scene agencies and various command and control personnel and increases situational awareness by automatically providing position information as well as other sensor information. Components of the FRCS integrate multiple communications channels including High Frequency (HF), Very High Frequency (VHF), Ultra High Frequency (UHF)/microwave, cellular, satellite, and Public Switched Telephone Network (PSTN). The FRCS also provides position and time information via Global Positioning System (GPS) and/or other positioning systems, and data from deployed and/or personal sensors to provide enhanced communications, command and control capabilities to the first responders and incident command.

Abstract: Geographically-grounded situational awareness (SA) is critical to crisis management and is essential in many other decision making domains that range from infectious disease monitoring, through regional planning, to political campaigning. Social media are becoming an important information input to support situational assessment (to produce awareness) in all domains. Here, we present a geovisual analytics approach to supporting SA for crisis events using one source of social media, Twitter. Specifically, we focus on leveraging explicit and implicit geographic information for tweets, on developing place-time-theme indexing schemes that support overview+detail methods and that scale analytical capabilities to relatively large tweet volumes, and on providing visual interface methods to enable understanding of place, time, and theme components of evolving situations. Our approach is user-centered, using scenario-based design methods that include formal scenarios to guide design and validate implementation as well as a systematic claims analysis to justify design choices and provide a framework for future testing. The work is informed by a structured survey of practitioners and the end product of Phase-I development is demonstrated / validated through implementation in SensePlace2, a map-based, web application initially focused on tweets but extensible to other media.

Abstract: Simulations are widely used in the military for training personnel, analyzing proposed equipment, and rehearsing missions, and these simulations need realistic models of human behavior. This book draws together a wide variety of theoretical and applied research in human behavior modeling that can be considered for use in those simulations. It covers behavior at the individual, unit, and command level. At the individual soldier level, the topics covered include attention, learning, memory, decisionmaking, perception, situation awareness, and planning. At the unit level, the focus is on command and control. The book provides short-, medium-, and long-term goals for research and development of more realistic models of human behavior.
