Abstract: How does institutional change in established democracies affect the distribution of political power in society? The new constitutional court in Costa Rica allows the authors to analyze the effects of judicial reform on the capacity of politically marginalized groups to safeguard their constitutional rights. Particular attention is paid to homosexuals, AIDS patients, and labor unions. The authors argue that it was not the establishment of the court as such but rather the specific rules regulating access to and cost of approaching the court that enabled marginalized groups to push for their rights and effectively circumvent the traditional policy-making process. Although these groups did not win all their cases, they have nonetheless been able to achieve considerable success in the protection of their previously denied constitutional rights. The legal reform partially redistributed power in society from policy makers to social groups and individuals.

Abstract: In a 5-year study of the San Francisco Bay Area Metropolitan Transportation Commission, we found four planning styles at work: technical/bureaucratic, political influence, social movement, and collaborative. Each involved differing assumptions about knowledge, participation, and the nature of a good plan. Players using one style were often mistrustful or contemptuous of those working in others. Regional actions—as opposed to packages of projects for parochial interests—were rare. The few regional initiatives emerged from collaborative planning and social movements. We argue that where diversity and interdependence of interests are high, collaboration is the most effective approach. Key barriers to collaboration included state and federal funding formulas, earmarking, and the substantial documentation required by state and federal regulations.

Abstract: ‘Culture jamming’is defined as‘an organized, social activist effort that aims to counter the bombardment of consumption-oriented messages in the mass media’ (Handelman and Kozinets,2004: n.p.). This article seeks to understand culture jamming from a sociological perspective, situating it in the‘expressivist’tradition, which originates with the mid-18th century thinker Rousseau and whose legacy extends to postwar Western counterculture. Culture jamming is seen as an investigation into the apparatus of representation in late modernity, as it relates to both images and discourses of the media and commodity system, and the expression of political will. By providing an incentive for producers to respond to consumer demands for environmental sustainability and an end to labor exploitation, culture jamming may ironically help rehabilitate the market system it often portends to transcend. This may indeed serve to ameliorate certain‘market failures’ of the global system.

Abstract: David Harvey suggests that, compared with struggles waged by traditional political parties and labor unions, struggles to “reclaim the commons” typically result in a less focused political dynamic of social action, which is both a strength and a weakness. While these social movements draw strength from their embeddedness in daily life, not all manage to make the link between the struggle against accumulation by dispossession and the struggle for expanded reproduction that is necessary to meet the material needs of impoverished and repressed populations. Social movements in Bolivia have framed their demands differently in the struggles against the privatization of natural gas and water depending on the different roles these resources play in the region’s political economy. Struggles against the privatization of natural gas pose a greater challenge to neoliberalism because of their macro frame and politics.
