TL;DR: The International Political Science Review had originally planned to include an article in each issue on some aspects of the state of political science generally and also in specific countries as discussed by the authors. But the space constraints and the sloth of the general editor have conspired to leave this intention unfulfilled, although an excellent review by Pierre Favre on the discipline in France did appear in 1981.
Abstract: The International Political Science Review had originally planned to include an article in each issue on some aspects of the state of political science generally and also in specific countries. Severe space constraints and the sloth of the general editor have conspired to leave this intention unfulfilled, although an excellent review by Pierre Favre on the discipline in France did appear in 1981. The idea still strikes me as a good one and we shall try to include discipline reviews from time to time at least.

Abstract: Is democracy in crisis? The current threats to democracy are not just political: they are deeply embedded in the democracies of today, in current economic, social, and cultural conditions. In Crises of Democracy, Adam Przeworski presents a panorama of the political situation throughout the world of established democracies, places it in the context of past misadventures of democratic regimes, and speculates on the prospects. Our present state of knowledge does not support facile conclusions. 'We should not believe the flood of writings that have all the answers'. Avoiding technical aspects, this book is addressed not only to professional social scientists, but to everyone concerned about the prospects of democracy.

Abstract: The U.S. Constitution, by taking away the power of the states to issue paper money, removed a major source of flexibility in state public finance. In their search for new sources of revenue and fiscal flexibility, the states discovered that the banks they chartered could fill the gap. Investment earnings and tax revenues derived from banks soon became major elements of state public finance. We discuss the nature of these early business-government relationships and provide the first systematic assessment of their relative importance in state finance.

Abstract: Freedom Time reconsiders decolonization from the perspectives of Aime Cesaire (Martinique) and Leopold Sedar Senghor (Senegal) who, beginning in 1945, promoted self-determination without state sovereignty. As politicians, public intellectuals, and poets they struggled to transform imperial France into a democratic federation, with former colonies as autonomous members of a transcontinental polity. In so doing, they revitalized past but unrealized political projects and anticipated impossible futures by acting as if they had already arrived. Refusing to reduce colonial emancipation to national independence, they regarded decolonization as an opportunity to remake the world, reconcile peoples, and realize humanity’s potential. Emphasizing the link between politics and aesthetics, Gary Wilder reads Cesaire and Senghor as pragmatic utopians, situated humanists, and concrete cosmopolitans whose postwar insights can illuminate current debates about self-management, postnational politics, and planetary solidarity. Freedom Time invites scholars to decolonize intellectual history and globalize critical theory, to analyze the temporal dimensions of political life, and to question the territorialist assumptions of contemporary historiography.

Abstract: Peacebuilding supports the emergence of stable political community in states and regions struggling with a legacy of violent conflict. This then raises the question of what political community might mean in the state in question. International peacebuilding operations have answered that question in terms of the promotion of conventional state-building along the lines of the Western Organization for Economic Cooperation and Development (OECD) model as the best path out of post-conflict state fragility and towards sustainable development and peace. This article argues for peacebuilding beyond notions of the liberal peace and constructions of the liberal state. Rather than thinking in terms of fragile states, it might be theoretically and practically more fruitful to think in terms of hybrid political orders, drawing on the resilience embedded in the communal life of societies within so-called fragile regions of the global South.
