Abstract: Aiming at the problem that Technical Performance Measure(TPM) only accounts for the achieved performance instead of both the achieved and unmet performance,it is impossible to reflect the aggregated risk.This paper extends the technology category in TPM.A new kind of technology is added to the traditional TPM and the calculating formula is given.The proposed TPM is based on two concepts: the unmet performance and the degree of difficulty with the unmet performance.In order to demonstrate how to use this method,two applications are given.

Abstract: : This report describes an Institute for Defense Analyses (IDA) cost-benefit analysis of a project to improve the Navy's Integrated Logistics Support (ILS). The project involves integrating, or "bridging," the management of technical information for producing Navy technical manuals and training courses. The Bridge project achieved the integration by designing new software and proposing new technical and business procedures for managing the technical information. The project was part of the Reduction in Total Ownership Cost (RTOC) program conducted by the Office of the Secretary of Defense (OSD). The study conducted separate cost-benefit analyses for two perspectives. The OSD perspective recognizes OSD's broad interest in seeing whether the new software and technical and business processes that constitute the Bridge would lead to cost savings if implemented by the Navy. This analysis found that the Bridge would achieve net benefits-cost savings for producing technical manuals and training courses that exceed the costs of implementing the Bridge. The Program Office perspective focuses on their individual systems of interest and concentrates exclusively on the benefit side- whether the Bridge would save money in producing future technical manuals and training courses for their systems of interest. The benefits proved positive.

Abstract: Capability and economy in complex missile systems demand fundamental changes in technical management. Improvement can begin with military requirement, development, and procurement agencies in their management of the initiation and follow-up of the project. Of greatest importance is the complete involvement of senior technical personnel in conception and development, apart from auxiliary service and supervision. Formal organization and responsibility of the systems engineering staff provide the technical management key to this problem. Reliability requirements of complex missiles seem to have confounded technical management. Yet the physical work necessary to develop equipment reliability parallels standard procedure for building in other required characteristics.

Abstract: Models of the Soviet-style information society and the Western-style information society are presented, the effects of centralized governmental control of information on Russian technical communication practices are discussed. The effects of political control on technical communications are then used to interpret the results of a survey of Russian and US aerospace engineers and scientists concerning the time devoted to technical communication, their collaborative writing practices and their attitudes toward collaboration, the kinds of technical documents they produce and use, their views regarding the appropriate content for an undergraduate technical communication course, and their use of computer technology. The implications of these findings for future collaboration between Russia and US engineers and scientists are examined.

In this paper, based on the meaning of the technical standard alliance and the influencing factors on the establishment and diffusion of technical standards, we will study the influence of technical standard alliance on the establishment and diffusion of technical standards, and in the end we will bring forward some advice on how to found the technical standard alliance in China.
