Abstract: After over a century, the Nigeria telecommunication sector was partially and fully liberalized in 1992 and 1999 respectively. How these liberalizations have impacted on the telecommunication sector, consumers and the economy at large is the focus of this paper. The research is largely library and archive based. Secondary data was obtained from Nigerian Communication Commission (NCC) and analyzed qualitatively. The paper reveals that the total telecom productive capacity, number of connected lines, competition, GSM telecom services, service quality, foreign direct investment, and employment generation in the telecom sector have improved tremendously after full liberalization. However, the operation costs and service tariffs of the telecom companies are still very high as a result of constant power outage in the country. The paper recommends that government should increase and sustain electricity generation and distribution capacity so as to enable telecom companies charge lower prices for telecom services. Abstract: In the past, electronic commerce only focused on customer-to-business web interaction and on business-tobusiness web interaction. With the emergence of business process management and of service-oriented architecture, the focus has shifted to the development of e-services that integrate business processes and that diversify functionalities available to customers. The potential of electronic commerce and its information technology also has attracted some telecommunication corporations—for example, Chunghwa Telecom, Singtel Telecom, and AT&T. They have built their electronic commerce environment on the Internet, too. Most of these worldwide telecom corporations have many kinds of operations support systems in their backend environment. In the past, enterprises had to integrate their telecom services manually, so that they could work together. However, this integration required considerable time and cost, and it worked only for the specific services that were manually linked. Adding additional services required even more effort. And then, enterprise application integration (EAI) solved these kinds of problems by working via point-to-point interfaces. In this paper, we present a research framework to describe the method. Then, we use two illustrations to explain the generality of our method, and we focus on how international telecom corporations have become concerned with the agility, the leanness, and the integration underlying electronic services (e-services) integration with enterprise application interface technology.

Abstract: In 1997 the U.S. Federal Communications Commission ordered sharp reductions in international settlement rates (bilaterally negotiated rates for telecom traffic between pairs of countries) for telecom traffic between the United States and the rest of the world. Even the very poorest countries, with the least developed telecommunications networks, must slash rates for traffic to the United States by 2003. Will this, by reducing telecom revenues in developing countries, reduce investments in those countries' telecom sectors? Developing countries, which received about $35 billion in net settlement payments from U.S. telecom carriers between 1985 and 1998, were upset by the FCC's decision to slash rates, because lower rates mean lower payments. They claim that the payments help finance telecom investment, and that the FCC's decision will therefore harm their telecom sectors. Wallsten uses a panel data set for 178 countries from 1985 to 1998 to test how changes in settlement rates affect telecom traffic and investment. He finds that rates are significantly negatively correlated with traffic, with the greatest effects in the poorest countries. In other words, reduced settlement rates spur telecom traffic from developing countries to the United States. And while there is a statistically significant correlation between settlement payments and telecom revenues in developing countries, he finds no correlation between the payments and the number of telephone mainlines or imports of telecommunications equipment. In short, there is no evidence that the payments are invested in telecom networks. This paper - a product of Regulation and Competition Policy, Development Research Group - is part of a larger effort in the group to examine the effects of privatization and liberalization in infrastructure in the developing world.

Abstract: The paper provides a global architectural and decision support solution for a reaction after alert detection mechanisms in the frame of information systems security applied to telecom infrastructures. Therefore, the architecture is developed in a distributed perspective and is composed of three basic layers: the low level that constitutes the interface between the architecture and the infrastructure. The intermediate level that is responsible of correlating the alerts coming from different domains of the infrastructure and to deploy the reaction actions. The architecture is elaborated using a MAS associated to the OntoBayes model for decision mechanism. This model helps agents to make decisions according to preference values and is built upon ontology based knowledge sharing, Bayesian networks based uncertainty management and influence diagram. The major novelty of this Decision Support System is the layered view of the infrastructure thanks to MAS architecture, which enables the decision making with different levels of knowledge.
