Abstract: Indigenous and community conserved areas (ICCAs) are natural and/or modified ecosystems containing biodiversity values, ecological services, and cultural values, voluntarily conserved by indigenous and other communities through local or customary laws. They are found in both terrestrial and marine areas; they range in size from 30,000 km2 indigenous territories in Brazil. ICCAs should be recognized for what they may contribute to national and global conservation systems, but there is little documentation of their potential or discussion of their policy implications. Here I examine the historic and contemporary context of ICCAs, provide examples, and raise policy issues related to: assessing the conservation benefits of ICCAs, integrating traditional knowledge into protected area management, finding the right mix of governance regimes, and dealing with challenges faced by them.

Abstract: The concept of traditional ecological knowledge (TEK), along with synonymous or closely related terms like indigenous knowledge and native science, has some of its origins in literatures on international development and adaptive management. There is a tendency to want to determine one definition for TEK that can satisfy every stakeholder in every situation. Yet a scan of environmental science and policy literatures reveals there to be differences in definitions that make it difficult to form a consensus. What should be explored instead is the role that the concept of TEK plays in facilitating or discouraging cross-cultural and cross-situational collaboration among actors working for indigenous and non-indigenous institutions of environmental governance, such as tribal natural resources departments, federal agencies working with tribes, and co-management boards. I argue that the concept of TEK should be understood as a collaborative concept. It serves to invite diverse populations to continually learn from one another about how each approaches the very question of “knowledge” in the first place, and how these different approaches can be blended to better steward natural resources and adapt to climate change. The implication is that environmental scientists and policy professionals, indigenous and non-indigenous, should not be in the business of creating definitions of TEK. Instead, they should focus more on creating long term processes that allow the different implications of approaches to knowledge in relation to stewardship goals to be responsibly thought through.

Abstract: This paper examines the role of Inuit traditional ecological knowledge (TEK) in adaptation to climate change in the Canadian Arctic. It focuses on Inuit relationships with the Arctic environment, including hunting knowledge and land skills, and examines their roles in adaptation to biophysical changes that affect subsistence hunting. In several instances, TEK underpins competency in subsistence and adaptations to changing conditions, which includes flexibility with regard to seasonal cycles of hunting and resource use, hazard avoidance through detailed knowledge of the environment and understanding of ecosystem processes, and emergency preparedness, e.g., knowing what supplies to take when traveling and how to respond in emergency situations. Despite the documented importance of TEK in adaptation and in maintaining a level of competency in subsistence, the relationships between TEK and adaptation to climate change are not well defined in the scholarly literature. This paper aims to conceptualize the relationships between TEK and adaptation to climate change by drawing on case study research with Inuit in the Canadian Arctic. TEK is considered an element of adaptive capacity (or resilience) that is expressed as adaptation if TEK is drawn upon to adapt to changing conditions. This capacity depends on the development, accumulation, and transmission of TEK within and among generations.

Abstract: Information systems design and development processes by their very nature involve a multiplicity of knowledge systems, including the technology itself, the methodologies for system development, and knowledge relating to the application domain. When an information system is used to advance socio-economic development in less developed countries (LDCs), there are additional sources contributing to this multiplicity. In the case of land management applications, it is important to consider the knowledge that communities have of the land they inhabit. This paper stresses the importance of constructing knowledge alliances between these multiple knowledge systems in order to support more effective IS development and implementation. The term knowledge alliance refers not merely to the material characteristics of the knowledge inscribed in technology, but also to the indigenous knowledge of the various communities involved. This includes the social setting that has shaped the practices which are responsible for the communities' production, articulation, and use of knowledge. Two key theoretical concepts, namely boundary objects and participation, are drawn upon both to understand the multiplicity of knowledge systems and to suggest possible approaches to the creation of effective knowledge alliances. The empirical setting for this analysis is a study of the use of geographical information systems for land management in India. This research is not of merely theoretical significance, but also carries important practical implications for scientists and administrators involved in the development of IS, particularly in LDCs.

Abstract: Using Kauffman, Kraay, and Mastruzzi governance indicators, this article analyzes the impact of formal institutions on the knowledge economy- by assessing how the enforcement of Intellectual Property Rights (IPRs) through good governance mechanisms affects the knowledge economy. The article also employs the World Bank’s four components of the knowledge economy index characteristic of its knowledge for development (K4D) framework. We estimate panel data models for 22 Middle East & North African and Sub-Sahara African countries over the period 1996-2010. The results show that for this group of countries the enforcement of IPR laws (treaties), although necessary, is not a sufficient condition for a knowledge economy. The results also suggest that other factors are more likely to determine the knowledge economies of these nations. Overall these findings have important implications for both policy and further research.
