Abstract: Value engineering has become an essential concept in majority of the public and private sector industries. Most of the Indian companies have shown interest in adopting and few of them have adopted the value engineering concepts successfully. Especially in Indian industries, there has been a lack of understanding in value engineering concepts and its implementation among industrial practitioners. This study discusses different critical issues pertaining to cross functi onal team and processes of flow chart and FAST diagram (Functional Analysis System Technique) has been developed for Value Analysis & Value Engineering (VAVE) suitable for an automobile industry. Abstract: This study aims at identifing the availability of the ingredients of implementing target costing entrance in Palestinian shareholding industrial companies, and the extent of awareness of the concepts, principles and the importance of using the target costing in the management costs for the products of the lower cost and with the same quality and to improve profitability. It aims at clarifying the effect of using of value engineering entrance on reducing the cost of products, thus access to the target costing. In addition to identifying the difficulties that prevent the implementation of the target costing and value engineering methods. To achieve the objectives of the study, a questionnaire was designed and distributed to CFOs and heads of accounts in the Companies, (11) companies have represented the study sample, (9) industrial public shareholding companies responded to the researcher. The questionnaire addressed the mentioned companies by identifying one for each. The results revealed, that ingredients of implementing target costing entrance in industrial companies,which indicates that the Palestinian industrial companies have the appropriate environment for using the target costing. It turns out that companies have awareness to the concepts, principles and the importance of using the target costing to management costs and enhancing profitability, and that the companies are using value engineering entrance to achieve reduction in costs so as to reach the target cost. The results indicated that there were some difficulties which could hinder the application. The most important difficulty was the high financial costs than returns the application of the entrance to the target costing and value engineering. The researcher has offered a number of recommendations and suggestions, the most important ones are focusing on companies to empower the skills and experience of CFOs with exposing them to the experiences of companies in other countries which apply those entrances, and to encourage the industrial sector in general in Palestine to keep up with the adoption of the recent developments in the management of costs in order to achieve more profits in an environment dominated by the competition.

Abstract: The professional engineering experience cannot be taught in universities. Graduates spend a certain apprenticeship period during the early years of their career. This training should be carried out under supervision of experienced engineers necessary for the background formation to professional life of potential civil engineers, 10-15 hr of a civil engineering consultation course must be included in the last-semester curriculum of universities. Also, a total of six months summer practice training on a construction site will be very useful to students in understanding the theoretical knowledge given in various courses. The value of experienced engineering decision is assessed as a case study in the preliminary design of a small earth-fill dam. Costs of the dam calculated with assumed and calculated spillway design head values. The results are compared by excluding the possible tangible and intangible benefits. The closeness of calculated and assumed design head values for this small dam indicates the importance of experience in engineering.
