Abstract: the main objective of this paper is to develop an improved model of the analysis of urban disaster prevention engineering investment by Cost-Benefit Analysis and Cost-Effectiveness Analysis. This improved model isolates the economic benefits, but also the social and environmental benefits. This paper distresses the question how to measure the indirect effects of the urban disaster and the how to analysis the efficiency of the investment for the prevention engineering from the social and environmental aspects based on CBA and CEA approaches. With the increasing of disasters and other unexpected crisis, more money should spend on the urban disaster prevention engineering. However, because of the scarcity of resources, investment efficiency is particularly important. The benefit analysis of urban disaster prevention engineering is different from the general ones, mainly because investment in urban disaster prevention engineering isolates the unique nature, the dynamics of investment, high-risk characteristics. In addition, the benefits of the prevention engineering not only include economic benefits, but also a great deal of social and ecological benefits. Measuring the economic benefits is very important for analysis of urban disaster prevention engineering investment, but also for social and ecological benefits. At present, more research focus on direct economic benefit of public projects investment, but the study on the social and environmental benefits is not yet as good as the former. In this paper, Cost- Benefit Analysis (CBA) and Cost-Effectiveness Analysis (CEA), two approaches, are used to the improved model of analysis the investment, from the perspective of qualitative and quantitative aspects. This model involves economic, social and environmental benefits analysis, and will be very useful for urban disaster prevention engineering decision making. II. THE ANALYSIS MODEL OF URBAN DISASTERP REVENTION ENGINEERING INVESTMENT Based on the principles of value engineering, "function and cost ratio" or "efficiency and cost ratio" can be used to evaluate the benefit of urban disaster prevention engineering. Efficiency (function) is divided into direct economic benefit and non- direct economic benefits. Direct economic benefits include the largest direct economic lost caused by the urban disaster and the direct benefit by economic growth because of urban disaster prevention engineering set up. Meanwhile, non-direct economic benefits include social and environmental benefits. Social benefits are such benefits that meet people's needs and enhance their welfare by the implementation of urban disaster prevention engineering, such as increasing employment, happiness. Environmental benefits refer to the environment change which could impact human beings by the implementation of the engineering, such as improved air quality, water quality. The costs include the initial engineering investment and the constant maintenance, repair costs during the life of engineering.

Abstract: Eco-tourism resource is an important foundation of eco-tourism.Eco-tourism resource evaluation is the basis of eco-tourism development,establishing the index system is critical for it.According to the characteristics of eco-tourism and by a comprehensive consideration of eco-tourism resource,eco-environment,tourism development conditions and tourism development potential,this paper establishes the index system for eco-tourism resource evaluation.The author analyses the importance of eco-tourism resource evaluation factors with value engineering assessment method after consultation with experts in questionnaire.The result shows that eco-environment and tourism development conditions are significant influencing factors.The condition of tourism resource combination,popularity and power of influence,air quality,tourism resource attraction as well as water quality are the top five important influencing factors.Taking Lishui city of Zhejiang province as an example,the application of Value Engineering Assessment Method to the evaluation shows that Lishui holds the most obvious advantage in the condition of eco-environment,the valuation coefficient(V)of nine evaluation factors out of 11 is more than one,but the elements of the condition of tourism resource combination(V=0.640),the capacity of local investment(V=0.655),the level of regional economy(V=0.671),tourists' facilities(V=0.672)as well as popularity and power of influence(V=0.678) appear relative inadequate.Finally,the paper proposes measures for achieving sustainable development of eco-tourism in Lishui based on the evaluation results.
