Abstract: ITS services need to be developed and there is potential for new business opportunities and investors, but the value of information must be assessed properly. This paper presents a framework of attributes that contribute to information value; the list is derived from the literature on information value and valuation. The attributes are discussed from the viewpoint of stakeholders in the service supply chain. A value asymmetry proposition is formulated and strategies to mitigate the asymmetry problem are discussed, giving three basic strategies to tackle the problem.

Abstract: If engineers are to be “ethical,” they must expand their view of the design process so that in addition to considering alternative solutions to a given problem, they take an active role in helping society define and discuss the problem itself. By coordinating public discussion about technological issues, by practicing the classical art of rhetoric, engineers can gain an ethical “middle ground” between mere technical excellence at one extreme, and setting a personal moral agenda for society on the other.

Abstract: Value Engineering is coming of age° In the hands of experienced product engineers it can grow into a truly professional tool for improving the competitive position of a company. It applies the precise techniques of science and engineering to those areas of evaluation, programming, and decision-making which have heretofore been governed by intuition. In estimating, bidding, and scheduling, Value Engineering saves not only money but also elapsed time. In design, development and production, it seeks the best ratio between desirable qualities and their cost in available resources. This paper will illustrate how Value Engineering can be utilized within the conventional engineering disciplines to provide the quantitative data necessary for better balanced specifications, for reducing areas of uncertainty in product planning, and for better decisions in both product design and program management.

Abstract: The National Cooperative Highway Research Program (NCHRP) commissioned researchers to explore innovative alternatives to traditional contracting methods and to produce comprehensive implementation guidelines for their use. The guidelines outline three innovative contracting methods: warranty, multiparameter, and best value contracting. Each method focuses on a different aspect of cost-effective contract management, but all are intended to fulfill the same goals. Warranty contracting includes an extended warranty that places responsibility for product performance on the contractor, generating a longer lasting product and lower overall maintenance costs. In multiparameter contracting, agencies determine contract winners based on the lowest combination of cost, time, and other parameters. Best value contracting focuses on such factors as technical excellence, management capability, past performance, and personnel qualifications.
