Abstract: Disclosed are a method and a system for idea evaluation of design value engineering which allow an employee of an ordering organization or an expert to examine economic feasibility and site application feasibility by function and alternative for design content to promote quality improvement and cost reduction of construction work. The method for idea evaluation of design value engineering comprises: a project generation step of generating a VE workshop project; a team forming step of forming a project team based on expert information stored in a VE project database in accordance with a design field; a quality model item selection step including a checklist generation process of extracting a plurality of performance property evaluation items to generate a checklist and a performance property item extraction process of analyzing answer score data to extract a limited number of performance property items; and an outline evaluation step including an evaluation list generation process of generating an evaluation list for the performance property items and an idea evaluation process of analyzing response score data corresponding to the evaluation list to determine whether to incorporate an idea. According to the present invention, VE analysis targets are selected and managed. Ideas are gathered from experts to systematically perform a VE analysis process. Priority improvement targets can be selected and detailed.

Abstract: In construction projects, when one-program costs more than planned, decision makers are forced to delay or cancel other activity. Value Engineering can play a key role in overcoming such problems by ensuring programs stay within project duration, estimated budget and saving costs. This study was conducted to assess the applicability of value engineering concept and the current management practice of Ethiopian building construction projects. In this study, knowhow of Ethiopian building construction project experts on value engineering principles were studied and the current management practice was examined. In order to gather required information, questionnaire, interview with project managers and archival review was conducted. Data was analyzed both qualitatively and quantitatively. The result of this study shows, main challenges in the project area were: delay in progress payment by owner, poor site management, weak follow up by consultant, and delay in material delivery from contractor side. Almost all experts in the project have no knowledge on the principle of value engineering and has no willingness to implement the principle. The evaluation made using value engineering principle shows the current management practice was more conventional and the industry is still facing delay of projects, cost overrun and poor quality while there are opportunities to minimize such problems.

Abstract: The World Bank indicated that inadequate infrastructure hinders local economic growth and competitiveness and it represents a major cause of quality of life loss This research studied the proposal for a new multipurpose building at the University of Puerto Rico at Mayaguez (UPRM) through a public-private partnership (PPP) The proposed building seeks to address several problems, including lack of parking spaces and flooding problems in the current parking site The project proposed consists of a multi-story parking with approximately 960 new parking spaces In addition, is proposed to build an underground pond to manage the storm-water and a new commercial space of 50,000 ft² Nevertheless, the decision-making is difficult and can be controversial because private initiatives are traditionally rejected by the community The main objective of this paper is to study the delivery method options for the procurement of this infrastructure Several options of PPPs were evaluated for the essential basic services The decisions on whether a project is implemented as a PPP should depend on whether “value for money” (VFM) will be achieved During the first phase of this research UPRM students had the opportunity to express preferences and concerns about possible rates for the use of the new parking In order to identify current demand of parking space and campus necessities, 1,000 students were surveyed The second phase of this study included the implementation of VFM calculation for the proposed multi-story parking building A cost analysis with industry prices of design, build, operation, maintenance, and financial cost was also included on this study Preliminary results showed that the students are willing to pay a fare for the use of this infrastructure, even though the existing parking space can be used for free The construction budget was estimated to be close to $26M with a pay back of approximately 21 years This paper contributes to the body of knowledge by including community participation in procurement of infrastructure

Abstract: At present, the construction industry in China has problems such as low production efficiency, low technical efficiency, low management efficiency of the construction project, delayed delivery, budget overruns, and unreasonable risk allocation. Value management can address these issues by enhancing the value of construction projects in China, reducing construction costs, and ensuring significant investment returns. This study uses literature analysis to identify the critical obstacles to adopting value management and uses questionnaires and surveys, structural equation modeling, and factor analysis to prioritize the critical obstacles to adopting value management. What is more, the main contribution of this research is to identify the critical obstacles to the adoption of value management, which provides a new perspective for related research and has specific positive significance for practice summary and reform direction. The research was limited to the region of Tianjin and its surrounding cities. The critical survey respondents for this study are architects, quantity surveyors, contractors, civil engineers, and service engineers with rich experience in construction management. The research results show that the key obstacles to implementing value management in the construction industry in China are mainly divided into four categories: Environmental Factors; Stakeholder and Management Factors; Technological Factors; Information Factors. In addition, the researchers found that the level of the adoption of value management in the construction industry in China is deficient. Value management was not used in most of the organizations surveyed, and project teams did not practice its concept.

Abstract: The success of a project is often evaluated on the basis of the cost amount the project has spent and the punctuality of completing the project. In effect, such aspect as how the project executor is able to interpret the asset user’s interest to do his/her business activities successfully in the project is frequently unobserved. This project executor’s interpretation ability can be seen from the project design he/she creates to meet his/her customer’s satisfaction, for example comfotable atmosphere and function fulfilment of the project. Therefore, to enable an architecture meets the customer up-to-date needs, the enhancement of the Value engineering and innovation to find the lowest cost, easy to implement, and fast method is needed. Monte Carlo Simulation has been used for explaining the method.
