Abstract: On the premise of combining the cost control status at the design phase for the observatory world project by China State Construction Engineering Corporation (CSCEC), the analysis on cost affecting factors and cost management at the design phase is conducted and then a cost management optimization program is proposed on a basis of the application of value engineering theory and methodology. This is to indicate the future improvement directions for engineering costs in this project, to effectively improve the cost management at design phase, and guarantee the upgrade of functionality and value of the project.

Abstract: The purpose of this thesis is to analyze value engineering and evaluate its application on construction projects. The evolution and spreading of value engineering are described and the methods used to implement it are analyzed. The purpose of its application in the construction industry is identified and the benefits that follow its implementation during the several phases of a construction project are evaluated. The successful results of its implementation are illustrated through the analysis of the value engineering efforts that took place during the several stages of design of the Regional Transportation Center, Woburn, Massachusetts. Abstract: Value engineering (VE) is a structured team-oriented problem solving approach that can be applied throughout the lifecycle of a building project. However, the methodology is rarely applied in mechanical and electrical services (ME alignment of stakeholders and construction process improvement; improved client satisfaction, and shared understanding among key participants. An implementation framework was developed which emphasised on the need for early involvement of consultants and collaboration between the downstream supply chain for effective implementation of VE methodology on mechanical and electrical services.

Abstract: This study was conducted to compare the true concept of value engineering with what practitioners perceive as value engineering and its application in the construction industry. The present paper aims to introduce a new generated C# code provides guidelines for establishing and managing a value engineering program and defines the procedure for the application of value and risk engineering techniques within Company. This code is capable and applicable to public buildings service projects under the technical direction of the regional design and construction divisions. To validate and verify the generated code a case study was investigated. This comparison is established through the research of various books, technical papers and publications for determining and outlining the formal concept of value engineering. The obtained results of the generated code in this study shows good and acceptable agreement with previous have done. Value engineering has potential to explore the opportunities it can bring to the engineer in meeting the changing needs of clients with particular emphasis on the critical design phase.
