Abstract: As the tendency of the tourism industry in the future,more and more investors invest in theme parks industry.Investor need to select the locations of theme parks in the previous decisions period of the project.The locations of theme parks are affected by many indicators constraints,as a complicated systems engineering.According to the features of the theme park projects,an analysis of key factor and corresponding characteristics in its location decisions model is given and a multi-level evaluation index system model is built.Based on AHP method,the weight of several of function index in the model is determined.With the method of Delphi,the function coefficient and cost coefficient of the different options are determined.The value coefficient assessment of different location options is concluded at the end.

Abstract: The value engineering is the umbrella of the many more sub-system like quality assurance, quality control, quality function design and development for manufacturability. The system engineering & value engineering is two part of the coin. The value engineering is the high level of technology management for every aspect of engineering fields. The value engineering is the high utilization of System Product (i.e. Processor, Memory & Encryption key), Services, Business and Resources at minimal cost. The high end operating system providing highest services at optimal cost & time. The value engineering provides the maximum performance, accountability, reliability, integrity and availability of processor, memory, encryption key and other inter dependency sub-components. The value engineering is the ratio of the maximum functionality of individual components to the optimal cost. VE=k [(P, M, E, C, A)]/optimal cost. Where k is the proportionality constant. The VE is directly proportional to performance of individual components and inversely proportional to the minimal cost. The VE is directly proportional to the risk assessment. The VE maximize the business throughput & decision process mean while minimize the risk and down time. Abstract: The main aim of the value engineering technique is to analyze project activities over all stages including design, implementation, operation and maintenance. Application of this technique is very efficient to identify and remove unnecessary costs in order to optimize both time and cost of production stages. The aim of the present paper is to develop a model to improve discharge process in hospitals using the steps of value engineering technique and its concepts. After studying a hospital discharge process, all involved components have been drawn as model using Visual Paradigm software. At the next step, wastes and problems of process have been identified followed by suggesting innovative ideas proposed by team members to improve procedures. In order to validate improving suggestions, the Amini's Hospital in Langroud (Guilan Province, Iran) has been selected as case study as well as simulating the current and proposed procedure through the well-known technique of simulation. Comparing results before and after study revealed that about three hours will be saved if innovative ideas are applied over discharging procedure. It is also concluded that value engineering technique is an efficient method to improve the performance of servicing activities on health care systems.

Abstract: A cost and value analysis framework for IT investment choice is presented which offers an alternative to existing ad hoc models arising from traditional accounting and financial analysis. It resolves certain problems in determining value and cost chains which arise from the complex relationships underlying the implementation and cost justification of IT investments. These complexities limit the accuracy and usefulness of traditional accounting models which are based on a linear, matrix-based model of a firm's activities. The formal decision models developed in this paper should help information systems professionals regain credibility in IT investment decision making-a prospect which promises to be increasingly important in the information-intensive and frugal corporate environments of the 1990s. >
