Abstract: In 2020, the city of Turlock, California, constructed 7.5 mi of 42-in.-diameter, low-pressure, recycled water, steel pipeline. The design included three 54-in. microtunnel drives below two environmentally sensitive drainages and one culvert. Attempts at stabilization of the launch portal for the first tunnel with grouting were not satisfactory until dewatering wells were added adjacent to the portal. The portals for the second tunnel were stabilized using a guillotine-type (double wall) system. Despite tunneling through unanticipated woody material (buried tree-trunks), the second tunnel was completed successfully. The project included a value-engineering option of mutually shared cost savings from contractor ideas accepted by the city. Through value engineering, the third microtunnel was eliminated, and instead the pipeline casing was installed with pipe jacking through extensively dewatered sandy soil with an excavator bucket. This paper summarizes microtunneling challenges, remedies and value engineering, and related recommendations for future projects.

Abstract: Choosing a win-win strategy to sustain competitive advantage has always been a major concern for organizations. One of the options, is, „organizational culture‟ as a hi-impact leadership strategy. Organizational culture comprising of values, beliefs and behavior formulates the organizational „persona‟, distinguishing it from competitors. The onus of engineering values transmitted throughout the organization is upon its leaders. In times of crises, it is these values which determine whether the crises will result in a period of intense learning behavior with value engineering, or, a disastrous end. The quality of value engineering determines the quality of organizational culture. It enables, inter-alia, higher productivity, initiating change without employee tears, minimizes attrition, enhances HR capacity, customer satisfaction and so on. A crucial variable in the success equation, it empowers the business with a competitive edge, leading to competitive advantage, providing substantial reason for the internal and external stakeholders to form a valued association with a „great‟ organization.

Abstract: This paper aims at developing a computerized system for applying the Value Engineering (VE) in construction projects. Simplified, quick and accurate system is designed to be used at any problem in normal day-to-day situations. The computerized tool is designed using Visual Basic for Application on Microsoft Excel. This system could be applied in (construction, sales, energy...). It is designed for the evaluation and comparison between one or more elements by identifying and categorizing element's functions to be achieved by the best ways. The developed system creates automatically the Function Analysis System Technique (FAST) diagram. Also, it decreases the total cost considering the life-cycle cost (LCC) analysis through innovative alternatives without affecting the basic functions. In all system applications, the VE inputs data that entered and solved is automatically stored and worked as a reference
