Abstract: The construction industry is becoming more circular by reducing waste, reusing building materials, and embracing regenerative solutions for energy generation and biodiversity conservation. The ramifications of circularity on building operations are complicated, necessitating a comprehensive assessment of the consequences before deciding on the best course of action. In addition, professionals need to perform diversified services in achieving Circular Built Environment (CBE). Thus, the investigation of the involvement of Quantity Surveyors (QSs) with the CBE is important in achieving the CBE during the Design stage. Hence, the study aimed at investigating the role of QSs in achieving a CBE. The research apprehends a qualitative approach inclusive of two expert interview rounds adhering to the Delphi technique and manual content analysis for data analysis. The research findings revealed the important roles of QS in achieving CBE at the Design stage. Accordingly, cost control, cost planning, feasibility studies, measurement and quantification, risk management, value engineering and innovations and technologies were highly agreed upon by the majority of interviewees as important roles of QS during the Design stage.

Abstract: The material procurement management of rail transit engineering projects has a certain degree of planning, but the process is extensive, the procurement cost is high, and the information sharing between the supply and demand sides is low, and the ability to adapt to random needs is insufficient. will affect the progress of the project. In order to enhance the adaptability of the Rail Transit Engineering Project Management Center (EPMC) to the random demand of project material procurement, taking into account the individual interests of the project department and the overall interests of the project management center, based on the JIT strategy, to improve the confidence of the order meeting the random demand as well as the full load rate of transport vehicles, a multi-objective optimization model is established, an adaptive genetic algorithm is designed, and a case study is carried out. The results show that: under the new management mode, the fitness function value of the processed final order, the confidence of meeting the random demand and the transport vehicle have increased by 0.066, 0.087, 0,131 respectively, and the average daily operating cost of the EPMC project departments was reduced by RMB 559,147 and the procurement cycle of engineering materials was shortened by 1 day.

Abstract: As the current economic crisis envelopes all industries, the aerospace industry, and more specifically, the satellite manufacturing industry, is not immune to the effects of declining profits and highly competitive markets. Now more than ever, civil, defense, and commercial space customers purchasing satellites (buses and subsystems) are more acutely aware of how the value proposition of higher quality, reliability, and performance directly affects the success of their programs. To address this issue, this paper investigates the importance to program mangers and technical staff, of the need for a more dynamic value engineering approach to smaller satellite and space systems development programs. A description of this new approach highlights how and why the delivery of more value in small satellite programs is important to a growing number of space customers and end-users. This paper illustrates this new approach by utilizing examples of simpler and more realistic methods for determining value models. This discussion addresses both the growing demands and expectations of customers for substantially higher returns on their investments, and identifies and measures the higher value technical and business management processes that lead to the successful delivery of increased product value to the customer. Finally, this paper concludes by summarizing the key findings as they relate to how organizations can successfully improve the value proposition of their smaller satellite and space systems development programs for the benefit of their key stakeholders, customers, and end-users.
