Abstract: Today’s rapid changes and global competition force SME to become increasingly competitive and responsive to consumers and market developments. The purpose of requirements in engineering activities is to add business value that is accounted for in terms of return-on-investment of a product. This paper focuses on developing a function -oriented value method strategy required to implement the value methodology for SMEs. The Value methodology has function and cost as the foundation upon which the technique operates. Therefore a toolkit with value methods as the central management tool was developed. The toolkit integrates few supporting techniques (return on investment, cost modeling, Pareto analysis, quality function deployment and target costi ng) within value method. This plays a crucial role in realizing quality, reliability and durability as well as enhancing performance. They also help to improve service related outcomes within budget constraints to achieve a more efficient use of resources and accomplish an optimum combination of Life Cycle Costing (LCC) and quality to satisfy the user requirements.

Abstract: Woodruff (1997) and Treacy, and Wiersema (1996) see value as the next source of competitive advantage and suggest that organisations should reinvent their companies. Moreover, to enable long-standing firms that produce value over time, it is crucial to continuously re-configure the opportunities. The objective of the paper is to illustrate through two case studies, from chemical and drink sectors, the application of the value cube. The paper starts by explaining the value cube and its six value propositions. Then, the methodology for the application of the case studies is discussed and it is followed by the identification of the value propositions of both organisations and the explanation of how these organisations create value. The paper concludes with a set of lessons learned and contributions.

Abstract: The Earn Value Management Pilot provided a tremendous amount of data on the strengths and weaknesses of the new financial system, the ability to support EVM from many viewpoints, the lack of tools for small to medium projects implementing EVM, and the training and environment necessary to successfully deploy EVM to all projects. This data along with other pilots will prove invaluable. Deploying EVM should not be taken lightly - a full assessment of capabilities and supporting infrastructure should be done prior to any deployment, and some very basic questions should be asked. For instance, will sufficient training be provided? Can the project managers readily and easily obtain all the necessary data? If EVM is to thrive in all projects regardless of cost, the transition should be as seamless as possible, minimizing cost and effort, and with the end user in mind. In setting up an EVM implementation, the question, "How does the project manager benefit from this process?" must remain at the forefront. Further research in this area is needed to answer the question,"Is EVM cost effective in small projects?" The authors welcome knowledge sharing with other organizations that are striving to gain the benefits of EVM on small projects.

Abstract: Based on the realistic situation of China, and the mature experience of Target cost management abroad, this paper discussed a reasonable path to integrate the target cost management into the construction project of an environment-friendly hotel. During the process to formulate a target cost depending on Stakeholder Theory, applied by using Value engineering (VE), making an environment-friendly level as a life cycle assessment index for formulating a target cost. Thus, an optimal control path is established for the construction of an environment-friendly hotel using target cost management.

Abstract: The main objective of this study was to evaluate the impact of independent variables, including the characteristics of the hardware, software, brain ware and network environment on the dependent variable including performance of value engineering. Method of this study in term of objective is applied and in term of method and nature is a descriptive and finally method of data collecting is field. All civil managers and experts in municipality of Hashtgerd (Iran) are considered as statistical population (60 civil managers and experts) and number of samples has obtained 52 that 55 questionnaire is distributed. Sampling method in this study has been simple random sampling. Questionnaire is considered as tools of data collection. To test hypotheses are used regression method. Result of testing hypotheses show that the characteristics of the hardware, software, brain ware and network environment affect performance of value engineering.
