TL;DR: In this paper, the authors illustrate the application of value-based reliability planning (VBRP) methods to the problem of distribution substation capacity enhancement. But they do not consider the impact of transformer failures and accelerated aging on remaining transformers, and the cost of customer interruptions.
Abstract: This paper illustrates the application of value-based reliability planning (VBRP) methods to the problem of distribution substation capacity enhancement. The traditional approach is to consider relative investment and operating costs of various alternatives. VBRP enhances the traditional approach with the addition of reliability valuation. This includes a detailed representation of performance during transformer failures and the accelerated aging from increased stress on remaining transformers, as well as the cost of customer interruptions. The addition of a transformer is compared with various distributed resource options, and also the option of doing nothing and incurring more frequent interruptions and greater stress. This paper illustrates the usefulness of VBRP techniques for the planner who must consider customer value in planning decisions.

TL;DR: In this article, the authors investigated the possibility of applying value engineering in the municipality of Al-Salt in Jordan and concluded that the utilization of value engineering is related to proper planning and follow-up of the applications for the value engineering.
Abstract: The study is aimed at investigating the possibility of applying the value engineering in the municipality of Al-Salt. The study proposes the value engineering for implementation in Jordan. The sample consisted of 132 employees derived from a population that had a sufficient knowledge of value engineering in the municipality of Al-Salt team. The data collection tool used was a self-administrated questionnaire. The study revealed the existence of a strong correlation between. Furthermore, the study sample agreed that value engineering is a widespread organizational practice. The study concluded that the utilization of value engineering is related to proper planning and follow-up of the applications for the value engineering in Al-Salt. In addition, the study recommended the spread of the culture of value engineering which was supported by the senior management at Al-Salt municipality.

TL;DR: In this paper, the authors analyzed various designs of timber and aluminium clad timber windows on value energy parameters to determine their overall functional performance and cost effectiveness, and found that an air-filled triple-glazed aluminium-clad timber window is the value engineered choice amongst the range of window designs studied; it is the most cost effective when employed with gas and paint for space heating.
Abstract: Cost effectiveness of products and services has become very important in today’s highly competitive market. The customer needs a product that accomplishes its required functions with economy. Value engineering is a very interesting management technique that analyses alternative solutions and identifies the best possible option. The presented work analyses various designs of timber and aluminium clad timber windows on value energy parameters to determine their overall functional performance and cost effectiveness. Life-cycle costing of windows has been carried out over a 40-year life span taking into account all the major cost factors involved. Running cost, the dominant element in life-cycle cost of windows, has been calculated for four possible maintenance options. Results have indicated that an ‘air-filled triple-glazed aluminium-clad timber window’ is the value engineered choice amongst the range of window designs studied; it is the most cost effective when employed with gas and paint for space heating...
