Abstract: The paper proposes a No-Reference (NR) metric to objectively assess the H.264/AVC video quality. The proposed model takes into account the typical artefacts introduced by hybrid block-based motion compensated predictive video codecs as the one related to the H.264/AVC standard. More specifically, these artefacts are the blockiness introduced at the boundaries of each coded block and the temporal flickering due to different coding modes used for the same macroblock along the video sequence. Furthermore, a flickering metric for intra coded frames is also derived. The quality prediction accuracy of the proposed NR quality metric is validated over subjective data collected during a video subjective evaluation experiments. Moreover, the quality prediction accuracy is also compared with the one provided by the well known state-of-the-art Structural SIMilarity (SSIM) metric which works in a full-reference mode. The proposed metric achieves a higher Pearson's correlation coefficient with subjective scores than the one achieved by the SSIM metric.

Abstract: Universal Mobile Telecommunications System (UMTS) is a third-generation mobile communications system that supports wireless wideband multimedia applications. This paper investigates the video quality attained in streaming MPEG-4 video over UMTS networks using an integrated tool environment, which comprises an MPEG-4 encoder/decoder, a network simulator and video quality evaluation tools. The benefit of such an integrated tool environment is that it allows the evaluation of real video sources compressed using an MPEG-4 encoder. Simulation results show that UMTS Radio Link Control (RLC) outperforms the unacknowledged mode. The latter mode provides timely delivery but no error recovery. The acknowledged mode can deliver excellent perceived video quality for RLC block error rates up to 30% utilizing a playback buffer at the streaming client. Based on the analysis of the performance results, a self-adaptive RLC acknowledged mode protocol is proposed.

Abstract: Large-scale distributed video surveillance systems pose new scalability challenges. Due to the large number of video sources in such systems, the amount of bandwidth required to transmit video streams for monitoring often strains the capability of the network. On the other hand, large-scale surveillance systems often rely on computer vision algorithms to automate surveillance tasks. We observe that these surveillance tasks present an opportunity for trade-off between the accuracy of the tasks and the bit rate of the video being sent. This paper shows that there exists a sweet spot, which we term critical video quality that can be used to reduce video bit rate without significantly affecting the accuracy of the surveillance tasks. We demonstrate this point by running extensive experiments on standard face detection and face tracking algorithms. Our experiments show that face detection works equally well even if the quality of compression is significantly reduced, and face tracking still works even if the frame rate is reduced to 6 frames per second. We further develop a prototype video surveillance system to demonstrate this idea. Our evaluation shows that we can achieve up to 29 times reduction in video bit rate when detecting faces and 16 times reduction when tracking faces. This paper also proposes a formal rate-accuracy optimization framework which can be used to determine appropriate encoding parameters in distributed video surveillance systems that are subjected to either bandwidth constraints or accuracy constraints.
