Abstract: Evaluating the perceptual quality of video is of tremendous importance in the design and optimization of wireless video processing and transmission systems. In an endeavor to emulate human perception of quality, various objective video quality assessment (VQA) algorithms have been developed. However, the only subjective video quality database that exists on which these algorithms can be tested is dated and does not accurately reflect distortions introduced by present generation encoders and/or wireless channels. In order to evaluate the performance of VQA algorithms for the specific task of H.264 advanced video coding compressed video transmission over wireless networks, we conducted a subjective study involving 160 distorted videos. Various leading full reference VQA algorithms were tested for their correlation with human perception. The data from the paper has been made available to the research community, so that further research on new VQA algorithms and on the general area of VQA may be carried out.

Abstract: A data networking system and method which allows efficient use of bandwidth for data streams such as video and audio. This invention allows network nodes to dynamically identify changing network conditions which are typical on wireless and power line networks. The system and method dynamically adapt to the changes which affect network bandwidth by changing compression rates, compression types, audio/video quality, motion masks, throughput for specific connections, or mass storage of data streams until the network is capable of sending the data. The result is an improved system that requires little or no user intervention as network conditions change.

Abstract: The transfer of prerecorded, compressed variable-bit-rate video requires multimedia services to support large fluctuations in bandwidth requirements on multiple time scales. Bandwidth smoothing techniques can reduce the burstiness of a variable-bit-rate stream by transmitting data at a series of fixed rates, simplifying the allocation of resources in video servers and the communication network. This paper compares the transmission schedules generated by the various smoothing algorithms, based on a collection of metrics that relate directly to the server, network, and client resources necessary for the transmission, transport, and playback of prerecorded video. Using MPEG-1 and MJPEG video data and a range of client buffer sizes, we investigate the interplay between the performance metrics and the smoothing algorithms. The results highlight the unique strengths and weaknesses of each bandwidth smoothing algorithm, as well as the characteristics of a diverse set of video clips.

Abstract: Video quality assessment (QA) continues to be an important area of research due to the overwhelming number of applications where videos are delivered to humans. In particular, the problem of temporal pooling of quality sores has received relatively little attention. We observe a hysteresis effect in the subjective judgment of time-varying video quality based on measured behavior in a subjective study. Based on our analysis of the subjective data, we propose a hysteresis temporal pooling strategy for QA algorithms. Applying this temporal strategy to pool scores from PSNR, SSIM [1] and MOVIE [2] produces markedly improved subjective quality prediction.

Abstract: A novel software-based video compression algorithm, the Popular Video Coder (PVC), is presented in this paper, and a video phone system, the Popular Phone, is also implemented based on the PVC. The PVC simplifies the traditional video coder by removing the transform and the motion estimation parts and modifies the quantizer and entropy coder. Two novel coding algorithms, the adaptive quantizer and the modified windowed Huffman-like coder, are used in the PVC to encode the video data with a quality picture at a high compression ratio. The video quality of the proposed coder is as good as that of the MPEG coder when the input is a low-resolution and slow-motion video, and the computational complexity of the PVC is much lower than that of the Motion Picture Expert Group (MPEG). Since no compression hardware is needed for the PVC to encode and decode video data, the cost and complexity of developing multimedia applications, such as video phone and multimedia e-mail systems, can be greatly reduced. Furthermore, some networking issues, such as error control and flow control, are discussed in connection with applying the PVC to implement the Popular Phone.
