Abstract: An electrical system is modelled with a transmission network, customers, central generators, and independent generators. The system is subject to stochastic failures and stochastic demand parameters. Optimal spot prices are derived for the system. They vary stochastically with space and time, and depend on electrical load flow patterns. The price difference between two locations or two voltage levels, and the wheeling charge between them, will change magnitude and sometimes sign over time, as a function of events throughout the network. Current spatial pricing methods are significantly different from the spot-price-based methods derived here.

Abstract: In this paper, the modeling of flexible AC transmission system (FACTS) devices for power flow studies and the role of that modeling in the study of FACTS devices for power flow control are discussed. FACTS devices are solid-state power converters that have the capability of control of various electrical parameters in transmission circuits. A number of power flow study programs were developed in order to model various types of FACTS devices. Three main generic types of FACTS devices are suggested and the integration of those devices into power flow studies, studies relating to wheeling and interchange power flow control are illustrated.

Abstract: Open transmission access is a legal requirement in the United States, but is not fully implemented. Discussion of deregulation has so far focused principally on the tariff structure for transmission access, but operating the power system in this new environment will present significant problems of an almost purely technical nature. Something as simple as frequency control becomes challenging when implemented in the competitive, distributed control environment that true third party wheeling creates. This paper seeks to identify likely deregulation scenarios, identify the technical issues associated with load frequency control, and identify technical solutions, such as standards and algorithms, needed for the operation of this key component of national infrastructure in the face of profound structural changes.

Abstract: Power system congestion is a major problem that the system operator (SO) would face in the post-deregulated era. Therefore, investigation of techniques for congestion-free wheeling of power is of paramount interest. One of the most practiced and an obvious technique of congestion management is rescheduling the power outputs of generators in the system. However, all generators in the system need not take part in congestion management. Development of sound formulation and appropriate solution technique for this problem is aimed in this paper. Contributions made in the present paper are twofold. Firstly a technique for optimum selection of participating generators has been introduced using generator sensitivities to the power flow on congested lines. Secondly this paper proposes an algorithm based on particle swarm optimization (PSO) which minimizes the deviations of rescheduled values of generator power outputs from scheduled levels. The PSO algorithm, reported in this paper, handles the binding constraints by a technique different from the traditional penalty function method. The effectiveness of the proposed methodology has been analyzed on IEEE 30-bus and 118-bus systems and the 39 -bus New England system.
