Abstract: This white paper is the culmination of a 5-year commitment by the Task Force on Professionalism to study and promote pharmacy student professionalism. The Task Force is a collaborative effort involving the American Pharmaceutical Association Academy of Students of Pharmacy (APhA-ASP) and the American Association of Colleges of Pharmacy Council of Deans (AACP-COD). The two primary goals of the Task Force are to raise awareness and to lead action on the issue of pharmacy student professionalism. The intended audience for this white paper is the entire pharmacy profession, as each member plays an important role in the development of professionalism, whether he or she is a pharmacy educator, student, practitioner, association executive, or state board member. The discussion and recommendations presented herein are intended to assist these parties as they participate in the development of professional attitudes and behaviors among future pharmacists.

Abstract: Since the report of the National Department of Education, “Quality Education for All” was published in 1997, it has became evident that inclusive education is going to be the way forward in special (and regular) education. Both the Consultative Paper on Special Education (30 August 1999) and the Draft White Paper on Special Education (23 March 2000), which appeared subsequently, point strongly in the direction of inclusion. This investigation focused on the preparedness of teachers for this new policy of inclusion. An eventual sample of 2 577 Free State teachers was utilised from the total of 12 education districts. Through a comprehensive questionnaire an effort was made to ascertain the knowledge, skills and attitudes of teachers towards inclusive education - this measure was utilised to determine (and deduce) their level of readiness for inclusion. The results of the investigation indicate that a huge effort will have to be made by policy makers and provincial education departments to effect a paradigm shift towards inclusion. It appeared that respondents still think in terms of past specialised education models that were utilised in previous eras. They also appear to be mindful of South African related problems, and apparently do not exhibit adequate knowledge on inclusive education. (South African Journal of Education: 2001 21(4): 213-218)

Abstract: The Trudeau government's White Paper on Indian policy issued in 1969 was a shock to members of the general public as well as the Indian population. Proposing to terminate all special rights, including the Indian Act, reserves, and treaties, it was diametrically opposed to what the Indians had been led to believe: that their rights would be honoured and that they would participate in shaping the policies that determined their future. The book looks inside the federal government in the early Trudeau years to see how that White Paper was formulated. The author examines ideologies held by major policy makers in the face of concepts of public participation and public servant activism -- two approaches to policy making closely coupled in Ottawa during the period. She reveals how the policy was developed behind close doors by a number of conflicting bureaucracies, in spite of the efforts of those who recommended Indian participation. The result was Indian militancy and mistrust, the very condition with the government hoped to dispel. The White Paper was shelved in 1970, but it left a powerful legacy. It continues to have an impact on government-Indian relations, as the Indians judge current policies and action on the basis of their memories. The author evaluates this impact and its implications for future governments with an eye to avoiding past errors. The book contributes to a greater understanding of government policy making. It demonstrates that personal aspirations and histories, individual philosophies, and political craftsmanship can dominate reason and logic in policy formation.

Abstract: The concept of ‘civil society’ has been rediscovered in contemporary discourses concerning the relationship between democracy and governance. This paper analyses this rediscovery in the more specific context of the European Commission’s 2001 White Paper on European Governance. However, processes of transnationalisation, governmentalisation and autonomisation may compromise much of the potential of ‘European civil society’ as an intermediating sphere of social action. By reinforcing these processes, the White Paper undermines the normative claims made for a civil society premised upon the voluntary nature of its associative forms and its distinctive open, communicative and deliberative rationality.
