Abstract: This article is an examination of some of the key aspects of the new Commission for Equality and Human Rights in Britain proposed in the Fairness for All White Paper in 2003. The article focuses on the role the new Commission will play in the specific areas of revitalizing citizenship, building community cohesion and in conflict resolution in contemporary Britain. The article examines the presentation in the White Paper of the ‘anticipated future challenges’ (in relation to ethnic and religious minority groups) that allegedly threaten twenty-first century Britain and the role the new Commission is to play in responding to these future challenges. In the article it will be suggested that the ‘core functions’ associated with the proposed Commission are closely related to many of the developments associated with radical democratic theory, that is: (1) the promotion of intersectional and de-centred social identities and concomitantly an intersectional perspective on inequality and discrimination; and, (2) the development of an overarching project that encourages the construction of chains of equivalence between diverse ‘protected groups’ within a culture in which human rights are respected as the ‘common place’ of citizenship. The article concludes that the most significant threat to the Labour Government’s promotion of a human rights ‘culture change’ as suggested in the White Paper is the Government’s increasing disrespect of human rights in the name on the war on terrorism.

Abstract: Psychologists have made attempts to apply psychological knowledge on eyewitness issues to the legal system for over a century. But it was not until the 1990s that an organization of psychological researchers (the American Psychology-Law Society) made concrete recommendations in a white paper concerning eyewitness identification. These recommendations, along with the discovery of wrongful convictions from mistaken identification, have shaped policies and practices in many jurisdictions across the U.S. We discuss the white paper recommendations and how those recommendations have held up over time. Then, we discuss a more recent idea concerning the need for a reasonable-suspicion requirement before subjecting an individual to the inherent risk of an identification procedure.

Abstract: The governance of rural areas has undergone considerable changes over the past decades. Its scope has broadened to incorporate a range of issues beyond, the once dominant, agricultural interests. At the same time, the process of policy making has changed from one of government to one of governance: from centralist and state-led policy initiatives to policy formation and delivery by a combination of public and private stakeholders with a growing role for the local and regional levels (Winter, 2002; Goodwin, 1998; Storey, 1999; Rhodes, 1996). The European Union has fuelled the emphasis on the regional and local level through its regulations for the delivery of structural funds (Geddes, 2000). The EC's White Paper on European Governance states that working in partnership is one of the leading principles of ‘good governance’ (CEC, 2001). In several countries national governments have embraced multi-sector partnership working, or area-based policy making with the objective of enhancing efficient and inclusive policy delivery.Area based programmes are frequently presented as a means of addressing civic exclusion, both through the inclusive nature of the partnership structure, and through the local nature of the partnership, which is perceived to allow greater access to excluded groups than centralised policy.
