Abstract: "There is hardly a question more laden with myths than the recent history of Palestine. This is true not only of the post-World War II era, but even more of the inter-war years. However, the opening to public perusal of the British government's records of the 1930's has enabled students to examine the facts and to attempt to expose certain false notions about British policy in Palestine. The creation of notions and myths is a simple matter; their refutation involves painstaking and detailed study of people, actions and policies." - Introductory paragraph. Sidney Webb, 1st Baron Passfield (Lord Passfield) served as Secretary of State for the Colonies in the Labour Government from 7 June 1929 to 24 August 1931. Between 23 and 29 August 1929 there were riots in Palestine, by then a British Protectorate, resulting in serious loss of life. As Colonial Secretary he issued the Passfield White Paper which revised the government's policy in Palestine.

Abstract: The UK transport white paper 'A New Deal for Transport' and new Transport Acts for England, Wales and Scotland have indicated and defined the future direction and policy agenda of national governments. The need for integrated transport raises key policy issues, among which are: the importance of sustainability; and the integration of transport policy with other areas of public policy, such as social exclusion and health. The idea of this direction in policy has implications for the changing nature of work, traveller information, interchange and public transport, freight distribution and the use of new technology. This volume also examines key areas of policy and regulation, which are developing as a result of the White Paper and the new Transport Acts. This volume brings together leading UK academics in the field of Transport Studies to discuss and reflect on these issues, and the state of Transport Policy in the UK within this new and developing policy framework. In doing so, this timely collection provides the first comprehensive review of this vital policy area

Abstract: One of the most challenging current issues in planning systems is the extent to which they are now being expected to contribute to effective crime prevention, given the importance that both politicians and the public worldwide attach to crime reduction. Recent British initiatives have opened up some of the debates surrounding this matter, and this paper examines key operational elements of these. In particular, the Crime and Disorder Act 1998, has placed a new duty upon British local planning authorities to exercise their functions with due regard both to the effect on, and the need to do all they can to prevent, crime and disorder. The government has subsequently reinforced this initiative by indicating in the Urban Policy White Paper (2000) its intention that crime prevention should become a key objective in planning. Abstract: Observations were conducted in three county councils to find out whether the government’s ambition to develop Learning Disability Partnership Boards (as expressed in the White Paper Valuing people) are being realized. All the partnerships practiced various inclusive activities in order to involve people with learning disabilities in public service strategies. However, there appeared to be limited opportunities for citizens to be involved in recommendations or decision‐making for their area. This concurs with other research elsewhere on the involvement of citizens in state provision, i.e. public participation in civic affairs remains in the control of public sector managers. The lack of opportunities for citizens to direct the allocation of resources and strategies at a local level, regardless of their ability to process information, emphasises the limits of New Labour’s citizen–public sector partnerships.
