Abstract: The ebb and flow of coping with Australia’s identity dilemma as a European settler society located on the geographical edge of Asia leads to bouts of agonising, excitement and temporising. This has been given particular cogency with the power shift underway from the trans-Atlantic to the Asia-Pacific. The 2012 White Paper set 25 national objectives to be met by 2025, with targets ranging from improving trade links and increasing scholarships to teaching priority Asian languages. But in this transactional embrace of Asia that highlights economic and trade links, gaps might open up between ambition and delivery, especially amidst continuing evidence of insensitivity to how Asians forge lasting relationships. Ties with China are dominated by trade but security concerns remain. Relations with India should improve with the removal of the nuclear issue as an irritant and growing trade and tourist numbers. Abstract: The Natural Choice: securing the value of nature (2011). Published by the Department for the Environment, Food and Rural Affairs. The last White Paper on the natural environment, in 1990, established the foundation for environmental policies on matters as diverse as pollution and waste, planning and land use, wildlife and protected areas, and climate change. This White Paper – the first on the natural environment for over 20 years – places the value of nature at the centre of the choices the nation must make: to enhance the environment, economic growth and personal wellbeing. By properly valuing the natural areas vital services can be safeguarded. This White Paper makes important new proposals for safeguarding natural areas in England and is the first country to have undertaken a complete assessment of the benefits that nature provides, how they have changed over the past, the prospects for the future and their value to our society.

Abstract: The Australian Government's White Paper ‘Australia in the Asian Century’ is the first large-scale official look in the twenty-first century at economic change in Asia and how it affects Australian opportunities and challenges. This paper comments on the analysis embodied in and the objectives defined by the White Paper, especially as it relates to Australian resources. This paper generally endorses the aspirations of the White Paper and notes that their achievement is going to require efforts and changes beyond those that are currently contemplated. It comments briefly on six things: the development context of twenty-first century Asian growth; growth and structural change in Asia and Australia's terms of trade; macroeconomic management of a resource-intensive Australian economy; restoring productivity growth; excellence in education; and linking Australia to Asian opportunity.
