Abstract: The 1996 education White Paper on self‐governance confirms the government's long‐standing commitment to diversify educational provision and to employ grant‐maintained schools to take that agenda forward. This paper considers the extent to which self‐governing schools have contributed to diversification of the system and argues that there is little evidence that they have provided programmes which are innovative or mould breaking. Why this is the case is explored through interviews with headteachers of nine grant‐maintained schools. It suggests that school responses are crucially shaped by the headteachers’ interpretations of the conflicting demands of national policy frameworks and local competitive markets in education. In curriculum terms they show a propensity to consolidate their schools’ identities around what the schools have done in the past rather than embrace the opportunities to modernise presented through the government's funding priorities.

Abstract: Over the past 50 years a comprehensive regulatory framework for radioactive substances in the UK has been progressively introduced, important initial milestones being the white paper Cmnd 884 and the Radioactive Substances Act 1960. During the 1970s and 1980s there were a succession of enquiries and white papers which developed from the growing awareness of the problems of the nuclear waste legacy. This was followed by a comprehensive policy white paper in 1995: Cm 2919. In 1990, 1993, 1995 and 2005 some aspects of the 1960 Act were updated. The most recent, and most radical, modernisation took place in 2010, when the Act was incorporated into the Environmental Permitting Regulations, in England and Wales. Currently a major review of the exemption orders and exclusion criteria under the radioactive substances legislation is close to completion, which will complete the current phase of modernisation of the regulatory framework.

Abstract: The Government's White Paper on Enterprise, Skills and Innovation (DTI and DfEE, 2001) requires Regional Development Agencies to develop their cluster strategies further, to include partnerships involving higher education. This paper examines these policy intentions in relation to northern England, and incorporates the results of in-depth interviews with policy-makers from RDAs, DTI, DfES and northern Government Offices. Early cluster development has evidently been influenced by existing sector development strategies and the need for inclusivity in regional partnerships. Clusters have been defined broadly, but engagement with universities has required greater focus on specific regional expertise. The authors question the merit of pursuing specialised clusters in isolation at a regional scale; more effective engagement at inter-regional level is suggested for developing effective cluster strategies.

Abstract: Outline Community is in vogue. But what does it mean and what could it mean, particularly for the residents of inner city areas and peripheral estates faced with poverty and deprivation and cut off from mainstream economic opportunities? This paper examines the concept of community drawing upon work recently undertaken on community involvement in City Challenge (Docklands Consultative Committee and Barrow Cadbury Trust, 1994). We ask the question, has urban policy really engaged with urban communities, and if not, how could it do so? Urban policy has zigzagged from one set of initiatives to another. Whilst policy has been moulded over time to reflect differing government ideologies seeking to account for the root of the urban malaise, essentially many of Britain's inner cities are still facing the same deep‐seated socio‐economic problems, identified in the government's 1977 White Paper, A Policy for the Inner Cities.
